Veterans who are unable to apply to the Program with two years of receiving their degree due to military service obligations have up to six years to apply to the Program after degree or certificate completion. <br /><br /><b>Education</b><br /><br />Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:<br /> You must have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position.
