<b>Duties</b><br /><br /><b>Summary</b><br /><br />The Office Compliance Inspections and Examinations program administers the SEC's nationwide examination and inspection program for registered self-regulatory organizations, NRSROs, broker-dealers, transfer agents, clearing agencies, investment companies, and investment advisers.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />This position is in the Office of the Technology Controls Program (TCP) within the Office of Compliance Inspections and Examinations located in Washington, DC.<br /><br />TCP has primary responsibility for oversight and technology examinations of the self-regulatory organizations.<br /><br />As an Information Technology Specialist (INFOSEC), you will: <ul> <li>Provide authoritative guidance related to the audits of the self-regulatory organizations under the Automation Review Policy program; conduct overviews of computer systems of regulated entities, including self-regulatory organizations, to evaluate systems for ability to create a fair market environment for trading, to conduct market surveillance using existing and or planned computer programs, to detect fraud and abuse within the market, and to conduct investigations using the existing or planned system;</li> <li>Provide expert technical, analytical, and management guidance for the planning, review, evaluation, implementation, coordination, and integration of security controls into IT operations and systems;</li> <li>Participate in market operations reviews, cyber security engineering programs: perform IT security audits at different SROs; and assist with development and maintenance of examination field work materials;</li> <li>Analyze, evaluate, and validate the feasibility of IT requirement interrelationships and insure compliance with SEC-wide systems, programs, procedures and resources, to provide for optimal performance and workload integration in conformance with organizational structure and published policy;</li> <li>Conceive and implement new initiatives and projects to strengthen, facilitate, and integrate programs;</li> <li>Represent the office in meetings with staff of other federal agencies and the industry; and</li> <li>Produce reports and briefs on the current threat landscape and associated risks by documenting threat assessments, vulnerability analyses, and other risk assessments.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel more than 25%.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a US Citizen</li> <li>Application procedures are specific to this vacancy announcement. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.<br /><br /><strong>BASIC REQUIREMENT</strong>: Applicant must possess IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer service); explaining technical information orally to non-technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).<br /><br /><strong>MINIMUM QUALIFICATION REQUIREMENT</strong>: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.<br /><br /><strong>SK-11:</strong> To be eligible at the GS-11 level, you must meet at least <strong>ONE </strong>of the following conditions as defined below: Specialized Experience, Education, or a combination of Education and Experience. <li><strong> Specialized Experience: </strong> At least one year of specialized experience equivalent to at least the <strong>GS/SK-09 </strong>level: <li>Applying IT principles and practices;</li> <li>Coordinating and administering a cybersecurity program; and</li> <li>Auditing or authoring risk and vulnerability assessments of planned and installed IT software to determine level of risk to confidentiality, integrity, and availability of information systems and data; <strong>OR</strong> </li> </li> <li> <strong>Education: </strong> A Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or LL.M; <strong>OR</strong> </li> <li> <strong>Combination of Education and Experience:</strong> Applicant must have equivalent combinations of successfully completed education, which includes education exceeding two years of graduate study and the specialized experience described above that meets the total experience requirements.
