<b>Duties</b><br /><br /><b>Summary</b><br /><br />The incumbent will serve as the Chief of the FEIO Division for the Federal Employees Dental and Vision Insurance Program (FEDVIP), which is the largest dental program in the United States. The FEDVIP serves Federal employees, annuitants, and their families, and other FEDVIP-eligible populations, including certain military populations formerly under the TRICARE Retiree Dental Program (TRDP) and the TRICARE Dental Program (TDP).<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Serves as the Contracting Officer performing technical duties in accordance with FEIO directives, or supports the Contracting Officer in the negotiation of contract modifications and contract oversight.</li> <li>Works with Directors, managers and leaders to understand FEDVIP challenges, find and implement effective strategies, and mitigate issues.</li> <li>Implement, manage and supervise all FEDVIP activities.</li> <li>Oversee the establishment of dental and vision policy.</li> <li>Manage the negotiation and administration of the FEDVIP government contracts.</li> <li>Oversee the development and maintenance of the government websites dedicated to FEDVIP and open season.</li> <li>Supervise FEDVIP staff, manage work plans and oversee budget and resources.</li> <li>Educate the public and the military population on their eligibility to join FEDVIP and the TRICARE Dental Program.</li> <li>Serve as a liaison to the professional dental insurance community.</li> <li>Develop and maintain business recovery plans and continuity of operations plans for responsible programs.</li> <li>Provide expert advice or consultation to other federal agencies with questions/issues regarding FEDVIP.</li> <li>Provide administration and expertise regarding disputed claim administrative reviews.</li> <li>Represent OPM in government-wide forums on FEDVIP.</li> <li>Oversee the establishment of dental and vision policy.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 15 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be a U.S. Citizen or National</li> <li>Males born after 12-31-59 must be registered for Selective Service</li> <li>Suitable for Federal employment, determined by a background investigation</li> <li>May be required to successfully complete a probationary period</li> <li>Complete the initial online assessment and USAHire Assessment, if required</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Applicants must have have one year of specialized experience at the GS-14 grade level (or equivalent) to include overseeing the administration of a dental insurance program, providing expert advice and guidance related to the implementation and negotiation of dental programs, developing benefits policies, and managing a health plan.<br /><br /><strong>Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. </strong>One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS15 level.<br /><br />You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
