<b>Duties</b><br /><br /><b>Summary</b><br /><br />As an Asset Manager, you will serve as an expert in realty portfolio and asset management, providing authoritative advice, guidance and policy development in asset business planning and strategy.<br /><br /><strong>Location of position: National Capital Region, Public Buildings Service (PBS), Office of Portfolio Mgmt & Real Estate, Wash., D.C.</strong><br /><br />We are currently filling one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />This announcement is being amended to extended the closing date from 6/26/19 to 7/10/19<br /><br />As an Asset Manger, you will perform the following duties:<br /><br />Provides authoritative advice, guidance and leadership to Division and National Capital Region (NCR) management officials and staff, and PBS and GSA senior management officials on major real estate portfolio and asset related strategic, planning, business and financial issues, emerging trends and highly complex problems for the sustainability of GSAs/NCRs assets. Formulates, develops, amends, modifies, recommends, and administers policies, systems, methods and/or procedures for the effective and economic management of GSA/NCR owned and leased assets. Identifies significant issues, reconciles various points of view, and solves problems that would otherwise inhibit the timely and effective completion of the identified missions and goals. Provides expert level portfolio and asset management, planning, analysis and guidance for major assets, actions, strategic plans, business objectives/direction, as well as program analysis of portfolio and asset management activities in NCR. Develops new analytical techniques and tools for the analysis, investigation and research of asset management activities. Leads adhoc teams comprised of other asset management experts, specialists and staff in the research, study, analysis and recommendation of highly complex, controversial issues/problems and/or new/emerging trends in asset and portfolio management. As the team leader, leads through knowledge, influence, and communication skills to persuade disparate individuals and groups with convincing actions, presentations, discussions, negotiations, and arguments. Manages a class of assets to support agency missions and strategic goals by incorporating the Executive Orders: Executive Order 13327 of February 2004 on Federal Real Property Asset Management? Specialized experience is experience providing strategic and tactical direction to portfolio management program areas, including capital investment for Real Estate and all aspects of regional portfolio planning and metrics. Your responses to these questions must be supported by your resume or your score may be lowered.<br /> <li>Knowledge of the commercial real estate principles, practices, markets, values and procedures required to analyze the effect of the agency plan on market conditions to include an understanding of lease requirements and the ability to analyze a community's space rental and sales of buildings in light of their impact on on the agency owned and leased portfolios.</li> <li>Knowledge of all aspects of asset management, facility planning, capital improvement, property management, property acquisition, and leasing policies to provide sound and authoritative technical guidance on all issues related to State, Local and Federally-owned buildings and Leased portfolio.</li> <li>Skill to apply a wide range of qualitative and quantitative methods in assessing program effectiveness in order to analyze and resolve conflicts in policy and program objectives and/or problems in the context of very complex, controversial, and/or politically sensitive portfolio and asset strategic transactions.
