<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Department of Homeland Security, United States Coast Guard, Assistant Commandant for Prevention Policy, Commercial Regulations and Standards Directorate, Standards Evaluation and Analysis Division, Washington, DC. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As an Economist in the Standards Evaluation and Analysis Division, this position is responsible for environmental economic analysis and consultant economic services essential to the development of Coast Guard policy, national standards, and regulations pertaining to the Coast Guard's Marine Safety Standards and Regulatory Program. This position creates recommendations for policy through standards and regulations pertaining to marine vessel, navigational, port, safety, and marine environmental protection issues.<br /><br />Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:<br /> <ul> <li>Advising and counseling Coast Guard executive and program managers on the most economically effective standards, regulations and Coast Guard resource uses from among a wide and highly complex range of alternatives.</li> <li>Making authoritative policy recommendations based on the application of sound economic assessments of impacts, cost, and benefits of alternative proposals for regulatory standards and economic quantification of risks and risk avoidances.</li> <li>Developing products that includes regulatory assessments, which include analyses of national economic impacts, costs and benefits for range of alternatives, analysis of reporting and record keeping burdens and analyses of prospective impacts on small businesses.</li> <li>Serving as an expert economic policy consultant, responsible for representing the Coast Guard at public proceedings, including advisory committee meetings, industry meetings, and public meetings and hearings.</li> <li>Managing and directing technical performance of contracted parties conducting studies to assess the economic impacts of proposed actions and provide economic policy recommendations. May serve as Contracting Officer's Representative (COR) or Technical Program Manager (TPM).</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. Citizenship is required. </li> <li>Males born after 12/31/1959 must be registered for Selective Service.</li> <li>Unofficial transcripts are required at the time of application.</li> <li>A one-year probationary period may be required.</li> <li>This position requires a Minimum Background Investigation (MBI).</li> </ul> <br /><br />All qualification requirements must be met by the closing date of the announcement.<br /><br /><b>Qualifications</b><br /><br /><b>Basic Requirements</b><br /><br /><strong>Degree:</strong> ECONOMICS, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.<br /><br /><strong> OR</strong><br /><br /><strong>Combination of education and experience:</strong> courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.<br /><br /><strong>AND</strong><br /><br /><strong>In addition to meeting the basic education requirements above, </strong>applicants must have at least one (1) full year of specialized experience equivalent to at next lower grade level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. <br /><br /><strong>To qualify at the </strong><strong>GS­-11 level</strong> applicants must have at least one (1) year of specialized experience equivalent to the <strong>GS-0­9</strong> level in the Federal service.<br /><br /><strong>Specialized experience includes the following:</strong><br /> <ul> <li>Experience collecting economic data from primary sources such as a business firm or governmental agency;</li> <li>Experience planning and carrying out various economic analyses, such as the estimation of economic impacts, costs and benefits; and</li> <li>Experience preparing preliminary economic reports according to established procedures.</li> </ul> <br /><strong>OR</strong><br /><br />3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.<br /><br /><strong>To qualify at the </strong> <strong>GS­-12</strong> <strong>level </strong>applicants must have at least one (1) year of specialized experience equivalent to the <strong>GS-­11</strong> level in the Federal service.<br /><br /><strong>Specialized experience includes the following</strong><br /> <ul> <li>Experience conducting studies or segments of programs or projects related to basic economic problems,</li> <li>Experience planning and preparing a quantitative analysis of data, such as pricing/valuation studies and analyses of income and payment flows between entities; and</li> <li>Experience planning and preparing interpretive reports on specific industries and/or commodities;</li> </ul> <br /><strong>To qualify at the GS-13 level</strong>, applicants must have at least one (1) ­year of specialized experience equivalent to the <strong>GS­-12</strong> level in the Federal service.<br /><br /><strong>Specialized experience includes the following:</strong><br /> <ul> <li>Experience managing and conducting studies or segments of programs or projects related to basic economic problems;</li> <li>Experience drafting recommendations for policy through economic assessments of impacts, costs, and benefits of alternative proposals for regulatory and standards initiatives;</li> <li>Experience performing economic quantification for risks and risk avoidance associated with prospective marine transportation industries and the marine environment initiatives.</li> </ul> <br /><strong>Education May be Substituted for Experience as Follows:<br /><br /></strong><strong>At the GS-11 level</strong>: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related.<br /><br /><strong>At the GS-12 level</strong>: There is no substitution of education for experience at this level.<br /><br /><strong>At the GS-13 level</strong>: There is no substitution of education for experience at this level.<br /><br /><strong>You MUST submit copies of your college transcripts for verification of the education requirements.
