<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the National Credit Union Administration, Office of Public and Congressional Affairs (PACA). This position serves as the Program Analyst.<br /><br />More than the number of positions listed may be filled through this vacancy announcement. <br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Program Analyst , you will be responsible for the following duties: <br />- Perform a wide variety of unique and high visibility special projects, studies and analyses including gathering data, identifying issues, compiling and analyzing findings and developing recommendations for the Director.<br /> – Prepare directives, issuances, memoranda, policy statements and other written guidelines to introduce new initiatives. <br />- Provide policy and procedure guidance and advice to staff members.<br /> – Organize and execute communication strategies to carry out agency internal and external affairs.<br /><br />- Speak for the PACA Director in responding to inquires or in delivering information in his/her absence. Serves as liaison between the Director and other government agencies.<br /> – Research and develop necessary information and materials to prepare the Director for meetings, conferences, or Congressional hearings. Specialized experience is defined as: 1) Gathering and analyzing data from different sources to identify pattern, trends and to make recommendations; 2) Preparing directives, policy statements, or issuances.<br /> <strong>OR</strong><br /> <strong>Education: </strong>Applicants may substitute education for the required specialized experience. To qualify based on education for this grade level you must have three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. (if related).<br /> <strong>OR</strong><br /> <strong>Combination: </strong>Applicants may also combine education and experience to qualify at this level<br /><br /><strong>NOTE:</strong> One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. <strong>A transcript must be submitted with your application if you are basing all or part of your qualifications on education.</strong> <br /><br />To qualify at the CU-12 level , you must have one full year of specialized experience equivalent to the CU/GS-11 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as: 1) Gathering and analyzing data from different sources to identify pattern, trends and to make recommendations; 2) Preparing directives, policy statements, or issuances; and 3) Organizing and executing communication strategies to carry out agency internal and external affairs.<br /><br /><strong>You must meet the qualifications for this position by the closing date of this announcement.</strong> <br /><br /><b>Education</b><br /><br />All education must be received by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with an education requirement) therefore, applicants must report only attendance and/or degrees received from schools recognized by the U.S. Department of Education. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, and fulfillment of the necessary qualification requirements.<br /><br />Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.<br /><br /><strong>SALARY</strong>: Pay will be set using NCUA's compensation policy.
