<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Office of Cargo and Commercial Sealift, Office of the Deputy Associate Administrator for Commercial Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a <strong>Trade Specialist (Team Lead),</strong> you will:<br /> <ul> <li>Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.</li> <li>Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.</li> <li>Determine the specific information needed to maintain adequate surveillance of shipments; availability of source data; type and frequency of reports to be received; and a system for identifying shipments.</li> <li>Establish personal liaison with division or office level managers of government agencies and other shippers generating preference cargo.</li> <li>Analyze submitted data based on the knowledge of each government agency's program, detect and correct obvious errors, compile input and produce reports in Excel, Word, PowerPoint, and database management software, (i.e; Access).</li> </ul> <br />The Office of Cargo and Commercial Sealift administers and implements a variety of programs related to the promotion of government-impelled cargo opportunities for U.S.-flag ships, including special analyses and studies leading to program recommendations on government-impelled cargo procedures, legislative requirements and the administration of cargo preferred activities under the Cargo Preference Acts, Public Resolution 17, Public Law 664, and any other pertinent cargo preference laws. The Office also manages Jones Act and domestic trade issues. <br /><br />This position is established to lead employees involved in the monitoring and recording of the ocean shipping activities of military cargo shippers, civilian government agencies, contactors, and recipients of federal funding, federal loans, and loan guarantees, as assigned, to ensure that rules issued under Public Law 664 (Cargo Preference Act of 1954 (Act)) and the Cargo Preference Act of 1904 are met.<br /><br />The<strong> ideal candidate</strong> for this position would be a Team Lead and has knowledge of cargo preference laws, regulations and Comptroller General and Attorney General opinions, that establishes policies to be followed for implementation of statutes, along with commercial maritime industry experience.
