<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in Defense Information Systems Agency, OC/Infrastructure Directorate, IET1 at Fort Meade, MD.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Provide oversight of the analysis of interrelated department and agency strategic plans and policy initiatives that impact the implementation of acquisition guidelines.</li> <li>Plan, design and conduct studies and analysis of complex plans, programs and projects to identify and propose solutions to long standing management problems associated with acquisition.</li> <li>Apply a wide range of qualitative and quantitative analytical methods in determining overall program progresses and successes.</li> <li>Perform the full complement of review, analysis, program planning and budgetary functions associated with Major Automated Information Systems.</li> <li>Responsible for the budget and execution of the annual and multi-year budgets including the development of the Program Objective Memorandum (POM).</li> <li>Responsible for shaping resourcing decisions by identifying, prioritizing, and aligning missions, capabilities, and functions to/with DISA and Department strategic guidance.</li> <li>Prepare and process all financial documents ensuring accuracy, funds availability, and purpose.</li> <li>Review, MIPRs, IGCEs, statement of work, contracts, job analyses, , determination and findings statement, miscellaneous obligation documents (MODs), and reimbursable orders etc.</li> <li>Reconcile official accounting reports identifying any issues or concerns and reporting to requirement owners and leadership as required. Failure to maintain security eligibility may result in termination.</li> <li>Defense Acquisition Workforce Improvement Act (DAWIA) requires completion of Program Management Level II Certification within 18 months of appointment.</li> <li>Financial Disclosure Statement, OGE-540.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Time in Grade:<br /><br />For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.<br /><br />Specialized Experience:<br /><br />For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.<br /><br />Specialized experience is defined as experience planning, formulating, executing and monitoring annual and multi-year budgets related to acquisition and program management.<br /><br />In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of the competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
