<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Workforce Relations and Performance Branch, Office of Foreign Service Human Capital (OFSHC), International Trade Administration (ITA).<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><strong>This Job Opportunity Announcement may be used to fill other Human Resource Specialist GS-0201-11 FPL 13 positions within International Trade Administration in the same geographical location with the same qualifications and specialized experience.</strong><br /><br />The incumbent will serve as a Human Resources Specialist, Employee Relations and Performance Management within the OFSHC. The duties of this position include:<br /> <ul> <li>Implement improvement initiative to ensure organizational compliance with HR rules, regulations and policies related to performance management and employee relations</li> <li>Initiate the process for misconduct investigations and assist in the preparation of disciplinary/adverse actions, letters of reprimand, and performance based actions.</li> <li>Provides written and verbal guidance to senior leadership and employees regarding performance management to include performance appraisals, awards and issues of a complex or sensitive nature.</li> <li>Analyze Human Capital trends using quantitative analytics in order to predict short and long term organizational needs.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />25% or less – Some Travel Required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 – If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management. <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a suitable for Federal employment.</li> <li>You must be a U.S. citizen.</li> <li>You must be registered for Selective Service if applicable (www.sss.gov).</li> <li>Time-in-grade requirements must be met by the closing date.</li> </ul> <br /> <ul> <li>A one year<strong> probationary period </strong>may be required.</li> <li>Payment of relocation expenses <strong>is not </strong>authorized.</li> <li>Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.</li> </ul> <br /><strong>SECURITY CLEARANCE: </strong> This position requires a <strong>SECRET CLEARANCE</strong>. Any required investigations and clearances must be completed before the selectee can be placed in the position.<br /><br /><b>Qualifications</b><br /><br />Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management website located at www.opm.gov/qualifications .<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student' social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.<br /><br /><strong>To qualify for the GS-11 level</strong>: Applicants must possess one year of specialized experience equivalent to the GS-09 in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For this position, specialized experience is:<br /> <ul> <li>Researching and interpreting HR rules, regulation and policies related to performance management and employee relations.</li> <li>Advising senior leadership and clients about a variety of human capital issues and making written and verbal recommendations for course of action.</li> <li>Conducting analytical studies including data collection</li> </ul> <br /> <strong>or</strong> <br /><br />Ph.D. or equivalent doctoral degree<br /><br /><strong>or</strong> <br />3 full years of progressively higher level graduate education leading to such a degree<br /><br /><strong>or</strong> <br /><br />LL.M., if related<br /><br /><strong>COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION:</strong><br /><br />Applicants may qualify based on a combination of specialized experience and education. Experience and successfully completed education at the appropriate level (see above) may be combined to meet the total qualification requirement for the GS-11.<br /><br /><b>Education</b><br /><br /><b>Additional information</b><br /><br />CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
