<b>Duties</b><br /><br /><b>Summary</b><br /><br />The position is located at the Department of Education (ED), in the Office of General Counsel (OGC), Ethics Division, within the Program Service Deputyship of the Office the General Counsel. The division under the direction of the designated agency ethics official for the Department and in conjunction with the riles and regulations of the Office of Government Ethics and the Office of Counsel to the President.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><strong>We encourage you to read this entire vacancy announcement prior to submitting your application.</strong><br /><br />As an Attorney (Ethics), you will perform the following duties:<br /> <ul> <li>Develop and implement as appropriate Department regulations and guidelines reflecting the specific and general Government regulations on ethics/standards code of conduct. </li> <li>Coordinate the implementation of such a program with Department field installations and other appropriate offices and is also responsible for the development of agency-wide training programs.</li> <li>Review and provide legal advice on such documents as public and confidential financial disclosure reports submitted by Department employees, acceptance of travel payments from outside sources, conflicts of interests, lobbying, gifts (including meals) from outside sources or from other Federal employees, procurement integrity requirements, fund-raising activities, and use of Department and staff resources for non-official purposes.</li> <li>Provide legal advice to Department officials and employees on sensitive issues in connection with ethics laws and the conduct of employees on the job, and in certain respects, in their personal lives. </li> </ul> <br /><strong> The duties described above reflect the duties at the GS-12 level. You must be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.<br /><br /><strong>PROOF MUST BE SUBMITTED WITH APPLICATION.</strong> <br /><br /><strong>Specialized Experience for the GS-11:</strong><br /><br />To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience is defined as experience performing all three (3) of the following duties or work assignments:<br /> <li>Experience practicing areas of criminal laws applicable to Federal employees, executives orders related to ethics, and regulations issued by the Office of Government Ethics, the General Services Administration, and the Office of Personnel Management.<br /> </li> <li>Experience preparing legal opinions for senior officials that includes analysis and recommended resolution.<br /> </li> <li>Experience applying understanding of the Federal criminal conflict of interest statute as applicable to financial disclosure reporting requirements for Federal employees.</li> <br /><strong>Specialized Experience for the GS-12:</strong><br /><br />To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as experience performing all three (3) of the following duties or work assignments:<br /> <li>Experience in analyzing of Federal criminal laws, regulations and Executive Orders related to ethics as applicable to Federal employees and Special Government Employees, including those issued by the Office of Government Ethics, the General Services Administration, and the Office of Personnel Management.<br /> </li> <li>Experience researching, analyzing and/or litigating legal issues.<br /> </li> <li>Experience administering a full range of ethics and standards of conduct issues including conduct issues, political activities and travel.</li> <br /><br /><b>Education</b><br /><br />You must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a Bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. <br /><br /><b>Additional information</b><br /><br />Veterans' Career Counseling: If you are a veteran interested in receiving tips on preparing a Federal resume and/or how to prepare for an interview, you may email Iworked.gov to schedule a session with a career counselor ("Veterans Counseling Session" should be placed in the subject line of the email). <br /><br />Student Loan Default: If selected for this position, we will verify that you have not defaulted on any loan funded or guaranteed by the U.S. Department of Education.
