<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is in the Senior Executive Service (SES), a small elite group of top Government leaders. SES members possess a diverse portfolio of experiences, including strong skills to lead across organizations. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks.<br /> 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.<br /> 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.<br /><br />MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement or resume. The MTQs must not exceed 2 pages.)<br /><br />1. Ability to analyze and organize complex factual and legal matters for oral and written presentations, including legal work experience demonstrating professional competence through such qualities as sound judgment, initiative, ethics, and industry.<br /><br />2. Ability to establish effective working relationships with persons having differing interest, and to manage, organize, and direct others.<br /><br />3. Knowledge of and experience in the practice in one or more of the following substantive areas of law practiced by DON OGC: (a) government contracts (with a preference for ship repair and ship support), fiscal, federal employment, and associated litigation; and (b) organizational relationships, mission, and procedures of the DoD and the DON.<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). A relocation incentive may be authorized.<br /><br />This position is eligible for part time, full time or ad-hoc telework at the discretion of management.<br /><br />As a Senior Executive within the Department of the Navy Office of the General Counsel (DON OGC), Counsel, Military Sealift Command (MSC) will serve as the primary legal advisor to the Commander, MSC for all legal matters arising from MSC's mission, including both its operational and contracting responsibilities. Counsel, MSC has full responsibility for directing and administering the legal program related to the Command's mission.
