For more information on this office, visit their website: Office of the Chief Financial Officer <br /><br />If selected, you must work at the location stated in this announcement.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />You will:<br /><br />– Advise on Office of Chief Financial Officer (OCFO) National Program Manager-level human capital, and organizational assessment and developmental functions;<br /><br />– Integrate human capital, strategic workforce planning, and other priorities into OCFO's strategic planning and budgeting processes; <br /><br />– Lead and coordinate OCFO reorganizations, realignments, and other organizational changes resulting from analyses, evaluations, and studies;<br /><br />– Serve as the Office of Information and Resources Management (ORIM) Director's representative on technical, programmatic, and administrative issues and topics;<br /><br />– Lead, coordinate, influence, and recommend policies and procedures on human capital, strategic workforce planning, organizational analysis, and development;<br /><br />When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently as your career progresses. <br /><br />You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 14 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>If you are selected, a pre-employment background check is required.</li> <li>You must submit a resume and required documents (see How to Apply section).</li> <li>You may be required to travel occasionally each month.</li> </ul> <br /><br />This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.<br /><br />You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.<br /><br />If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.<br /><br /><b>Qualifications</b><br /><br />You do not need a degree to qualify for this position.<br /><br />We are looking for at least one year of specialized experience related to this position as described below:<br /><br />To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as analyzing and advising policy recommendations on human capital, strategic workforce planning, organizational analysis, or developmental functions; and acting as a representative on technical, programmatic, and administrative issues and topics.<br /><br />To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as directing policy recommendations on human capital, strategic workforce planning, organizational analysis, or developmental functions; and acting as a representative on technical, programmatic, and administrative issues and topics<br /><br />Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of Federal workforce planning and organizational assessment & development mandates and directives; 2) Skill in conducting quantitative and qualitative analysis; 3) Skill in program management functions; 4) Ability to coordinate teams, groups, and customers; 5) Skill in building effective working relationships 6) Skill in oral communication; 7) Skill in written communication.<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
