<b>Duties</b><br /><br /><b>Summary</b><br /><br />General Counsel/Senior Staff Attorney (GC/SSA) is a high-level executive position appointed by the Federal Circuit under authority of Section 715 of Title 28 of the United States Code. The GC/SSA is fundamentally responsible for the leadership and administration of the Office of the General Counsel (OGC), and the Office of the Senior Technical Assistant (STA).<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The GC/SSA is responsible for assisting the court with the disposition of motions filed before a case is assigned to a merits panel. In addition, under the guidance of the GC/SSA, the office uses the scientific and legal backgrounds of its attorneys to support the court when dealing with cases that involve matters of a highly technical nature arising within the court's jurisdictional area of operations. The GC/SSA reports to the Circuit Executive and provides supervisory guidance to OGC staff attorneys and technical assistants.<br /><br /><strong>Major Duties</strong> <br /><br />Oversees the daily operations of the OGC and its staff including analyzing workflow, establishing priorities and setting deadlines. Manages, develops and mentors staff, providing appropriate feedback, performance appraisals and disciplinary actions as necessary to promote an efficient and positive work environment. Develops organizational goals and objectives, including the establishment and adjustment of long-range schedules, priorities and deadlines for the completion of work assignments. Maintains focus on optimizing available resources, and supports the implementation of new processes and or technologies that generate efficiencies. Ensures short and long-term goals of the office are met.<br /><br />Serves as the primary legal and procedural advisor to the court on a broad range of issues, including those issues related to matters before the court for resolution, as well as those matters related to the management and administration of the court as an entity subject to laws regulations, and rules governing public organizations. Prepares memoranda on specific legal issues. Assists the court in interpreting and revising the court's Rules of Practice and internal operating procedures. Responds to a variety of requests by individual judges and their law clerks involving court procedures, rules of practice, and matters requiring additional research.<br /><br />Individually performs, or supervises the performance of subordinates who perform the following duties: Assists a judge or a panel of judges in resolving motions and petitions that require action by a judge or panel of judges; reviews motions and petitions for writs of mandamus and prepares draft orders; provides comments on opinions on circulation; reviews draft orders; presents draft orders resolving motions and mandamus petitions to judges and explains the proposed recommendations; screens cases for jurisdictional defects; assists the court in selecting cases for mandatory mediation; tracks the status of pending mediation matters; performs in-depth legal research and analysis of statutes, proposed legislation, administrative law and federal agency practice, personnel, ethical, and administrative matters; reviews status of cases in other courts that relate to the subject matter jurisdiction of the court; reviews lower court and agency decisions for recommended summary disposition.<br /><br />Maintains an expertise in intellectual property, trade law, government contracts law, veterans benefits law, and all other areas of the law within the court's jurisdiction and operating areas of responsibility. Federal government civil service classifications or regulations do not apply. All offers of employment are provisional pending successful completion of a background check or investigation and a favorable employment suitability determination. This position is subject to Electronic Funds Transfer (EFT) for payroll deposit. The incumbent selected for this position will be subject to a one year probationary period after which telework opportunities may be considered, at the manager's discretion.<br /><br />Must be a U. Under 8 U.S.C.§1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so. <br /><br /><b>Qualifications</b><br /><br /><b> Required Competencies </b><br /> Candidates must demonstrate the degree of leadership and interpersonal skills necessary to successfully manage and motivate a diverse and complex organization; a performance history that demonstrates the ability to lead with vision, articulate priorities, and develop staff; skill in process management and improvement; the ability to understand technology changes and assimilate processes; the demonstrated ability to foster strong and effective interorganizational relationships; skill in managing a budget; and a proven history of mentoring teams to meet, or ideally to exceed, professional goals.<br /><br />Candidate must be an exceptional lawyer interested in all areas of the court's jurisdiction and federal appellate practice; have extensive knowledge of litigation in federal courts, including knowledge of the Federal Rules of Civil and Appellate Procedure and Evidence; have the ability to conduct legal research with all available sources and provide solutions based on that research; and be skilled in the oral and written presentation of complicated legal matters.<br /><br /><b> Required Qualifications </b><br /> Candidates must possess at a minimum, a Juris Doctor (JD) degree from a law school accredited by the American Bar Association and be a member of the bar of a state, territory, The District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction.<br /><br />Candidates must have a minimum of eight (8) years of extensive legal experience involving patent law and which has provided the candidate with the particular knowledge skills and abilities to perform the duties of this position. At least four (4) of the eight (8) years of experience must have been in a position of leadership and managerial responsibility. The overall experience must include a minimum of one (1) year of specialized experience at or equivalent to the JSP 16.
