<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is part of the Overseas Private Investment Corporation, Financial Management Division. The incumbent will be responsible for providing professional accounting expertise as it relates to OPIC's financial statements and professional accounting expertise relative to the Corporation's credit reform and revolving fund programs.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Manage the monthly closing of Oracle financial system; ensure that all monthly accounting functions have been performed, required entries have been recorded, and that the general ledger accounts are accurate.</li> <li>Investigate and reconcile complex differences in accounting records (e.g., general ledger accounts); prepare reconciliation worksheets; submit and follow up on adjustments identified during the reconciliation process.</li> <li>Maintain the integrity of the accounting database through monthly reconciliations of Finance receivables and income accruals to amounts shown in general ledger accounts.</li> <li>Review accrual calculations and account balances; analyze inconsistencies; review required adjustments proposed to correct errors and to reclassify various fees to working capital accounts.</li> <li>Monitor accounting systems covering operations and expenses for such items as payroll, travel, transportation, supplies, rents, services, inventory, or commercial accounts.</li> <li>Work with senior staff to design or modify accounting reports to meet management or the Department of Treasury needs; perform analyses and respond to report requests; and ensures compliance with regulations and policies.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>US Citizenship is required.</li> <li>Suitable for Federal employment, determined by background investigation.</li> <li>Direct Deposit of pay is required.</li> <li>Selective Service registration required for male applicants, unless exempt.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>All applicants for this position must possess the following Basic Requirements:</strong> <br /><br />A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")<br /><br /><strong>OR </strong><br /><br />B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.<br /><br />The applicant's background must also include one of the following:<br /> 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR<br /> 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR<br /> 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.<br /><br />(NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION) <br /><strong>In addition to meeting the basic eligibility requirements, applicants must have the following Specialized Experience and/or directly related education or a combination of experience and education.</strong><br /> <strong>At the GS-09 level, you must meet one of the following qualifications:</strong> <br /><br />A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to the following: utilizing established accounting standards to compile, analyze, and summarize accounting data resulting from day-to-day accounting operations, maintaining the integrity of financial accounts and, preparing financial statements and/or reports in accordance with policies, procedures, and regulations; OR<br /><br />B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: business administration, finance, accounting, or public administration; OR<br /><br />C. Have a combination of specialized experience and graduate level education as defined above which equals 100%. For example, 12 months of specialized experience and one year of graduate level education (i.e. 32 quarter hours or 18 semester hours of education. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience for this position includes but is not limited to the following: interpreting and applying of accounting principles, policies, and procedures; assisting in designing, implementing and assessing of internal accounting control processes; and ensuring the validity, accuracy, and integrity of accounting processes; OR<br /><br />B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following Accounting, Finance or Public Administration; OR<br /><br />C.
