<b>Duties</b><br /><br /><b>Summary</b><br /><br />You will serve as an Engineering Technician in the Public Works Department Bethesda, of NAVAL FAC ENGINEERING CMD WASH. This is a career ladder position with a full performance level of GS-12. Applications will be accepted at the GS-09/10 levels.<br /><br />GS-09 salary range: $57,510.00 – $74,759.00<br /> GS-10 salary range: $63,332.00 – $82,326.00<br /><br />Both ranges shown include locality pay.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>You will work with higher grade technicians to prepare complete narrative project scopes which incorporate all design parameters.</li> <li>You will prepare job orders, statements of work, and independent government cost estimates, with oversight if needed, in sufficient detail necessary for the method of accomplishment.</li> <li>You will assist with and/or perform project development, including processes, coordination, and management of the design phase of all assigned maintenance, repair, and new construction projects accomplished through service providers.</li> <li>You will determine the practicability of maintenance and repair of existing facilities and provide alternate project sites and methods or solutions, as appropriate.</li> <li>You will provide technical expertise during negotiations with contractors to ensure costs are fair and reasonable for services rendered.</li> <li>You will manage assigned Class III and IV work in the design phase(development), with assistance as required, to direct changes, make recommendations, and consolidate requirements to ensure final cost estimates do not exceed funding limitations.</li> <li>You will obtain and review existing as-built drawings, perform site visits, and verify existing conditions for all assigned projects.</li> <li>You will provide "RFI" responses, assist in pre-award review of contractor proposals and prepare written Technical Analysis (TA), as required by the Acquisition Branch.</li> <li>You will analyze bids and make recommendations for awards, price negotiations and for changes in original specifications.</li> <li>You will attend pre-construction and pre-performance meetings after contract award.</li> <li>You will provide input to the annual work plan and work closely with Facility Management Specialists(Requirements Branch) to ensure updates to equipment inventory are accurately reflected in MAXIMO.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be a US Citizen.</li> <li>Must be determined suitable for federal employment.</li> <li>Must participate in the direct deposit pay program.</li> <li>New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
