<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is in Office of Water (OW), Management and Operations Staff, Human Capital Services Staff. If selected, you must work at the location stated in this announcement. About OW: OW Webpage <br /><br />Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />You will:<br /> <ul> <li>Serve as liaison between Office of Water (OW), Office of Civil Rights (OCR), and Office of Human Resources (OHR) on diversity issues and initiatives of a national level.</li> <li>Build internal and external partnerships to further OW's diversity and inclusion (D&I) programs and outreach, coordinate major projects and actions, and promote D&I considerations in Agency policies, procedures, and practices.</li> <li>Serve as advisor to the Deputy Assistant Administrator (DAA) and senior management on D&I policy interpretation, technical analysis, and overall program strategy. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.<br /><br />You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.<br /><br /><b>Qualifications</b><br /><br />You do not need a degree to qualify for this position.<br /><br />We are looking for at least one year of specialized experience related to this position as described below:<br /><br />To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing technical analysis and advice to senior management on federal diversity and inclusion regulations and policy; providing training related to diversity and inclusion regulations and policy; and building partnerships to further diversity and inclusion programs.<br /><br />Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: <br /> <ul> <li>Ability to develop and maintain effective relationships with diverse groups.</li> <li>Ability to write and interpret complex, technical and policy issues.</li> <li>Ability to develop networks and build alliances and collaborate across boundaries to build strategic relationships.</li> <li>Knowledge of federal and agency regulations and policies related to diversity and inclusion.</li> <li>Ability to interpret highly technical information, regulations and policies.</li> </ul> <br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
