One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: <ul> <li>Knowledge of the scientific principles, current and new theories, and methods pertinent to medical countermeasure development, drug discovery, development, and licensure of pretreatment/prophylaxis and/or therapeutic drugs against chemical agents.</li> <li>Participating in interdepartmental and intergovernmental relationships and agreements necessary to accomplish programs.</li> <li>Planning, coordinating, integrating and evaluating research and development programs/projects and providing technical and program management advice including experience providing direction and oversight to ensure the integrity and quality of the technical program planning and execution, compliance with policy and budget, consistency with mission priorities, and administrative productivity.</li> <li>Mastery of and skill in written and oral communication skills in order to develop integrated plans and studies, strategy documents, briefings to high ranking personnel, and communicate technical information in peer-reviewed scientific literature.</li> <li>Knowledge of acquisition policies and procedures in order to evaluate program effectiveness, cost-efficiency, and achievement of stated goals and objectives to include the development of financial plans associated with multi-project research and development portfolios and managing financial resources to achieve obligation and expenditure goals.</li> <li>Using guidelines, such as broad policy statements, recent scientific findings, or reports that are often ambiguous and require interpretation to evaluate and guide programs to achieve the best interests of the government in circumstances not explicitly covered by policy and/or requirements.</li> </ul> Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.<br /><br />In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the series in which you are applying.<br /><br /><strong>Basic Requirements:</strong><br /> Microbiologist (0403) series: Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.<br /> OR<br /> Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education.<br /><br />Pharmacologist (0405) series: Degree: major in an appropriate biological, medical, veterinary, or physical science, or in pharmacy that included at least 30 semester hours in chemistry and physiology and 12 semester hours in pharmacology.<br /><br />Toxicologist (0415) series: Degree: toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology. <br /><br /><b>Education</b><br /><br />Substitution of education may not be used in lieu of specialized experience for this grade level.<br /><br />You MUST provide transcripts or other documentation to support your educational claims.
