One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: <ul> <li>Expert knowledge of Department of Defense (DoD) Counter Chemical, Biological, Radiological, Nuclear and High yield Explosives (C-CBRNE) and Counter Improvised Threat (CIT) research, development, test and evaluation (RDT&E) processes or project management experience, in the DoD science and technology (S&T) mission space;</li> <li>Expert knowledge of Defense Cooperation in Armaments and Security Assistance statutory requirements, DoD policies, and procedures for development of DoD international agreements, including: Research, development, test and evaluation (RDT&E) Project Agreements/Arrangements; Information Exchange Program Annexes; Engineer and Scientist Exchange Program assignments; and Foreign Military Sales; </li> <li>Demonstrated expertise in DoD cooperative engagement processes and partnering approaches<br /> with foreign defense ministries and research entities, the DoD Combatant Commands, and U.S.<br /> Government security, health, and nuclear agencies; </li> <li>Demonstrated expertise in effectively leading diverse teams challenged to assess a wide variety of scientific and technical activities and recommend courses of action for a leader's decision; </li> <li>Demonstrated effectiveness in communicating C-CBRNE and CIT technical and programmatic issues to technical and non-technical audiences of varying position levels and background.</li> </ul> You may qualify at the GS 13 , if you fulfill the following qualifications:<br /> A. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Flex and compensatory time: Occasional adjustment of work week to include performance during non-standard hours and weekends may be required to support coordination activities and meetings with DTRA overseas representatives and foreign partners.<br /><br />This is an Acquisition, Technology and Logistics (AT&L) Workforce in the Program Manager / International Acquisition career field. The incumbent will be required to become certified, Level II, in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. Currently 4 years of related acquisition experience is required for Level 2 certification.
