<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Facility Manager, Operations & Maintenance Division Supreme Court Building and Grounds. The AOC is accepting applications for a facilities professional to contribute to the management, operation and maintenance of the Supreme Court Building and Grounds.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The selectee will perform progressively more responsible duties in assisting the Assistant Facility Manager, Operations & Maintenance Division with management, operation and maintenance of the Supreme Court of the United States (SCUS). Emphasis will focus on facility maintenance contract development, oversight and implementation as well as maintenance management software oversight (TMA Systems).<br /><br /><strong>Major Duties</strong><br /><br /><strong> Facility Management </strong><br /> <ul> <li>Serves as facility management technical advisor to the Assistant Facility Manager for all issues related to facilities management, operations and maintenance, utilities management, quality assurance and maintenance contract compliance.</li> <li>Develops program requirements to perform preventive maintenance, scheduled and unscheduled work and facility sustainment. The program shall address short and long-term needs, unusual problems or concerns affecting facility maintenance and annual client "call for work" projects.</li> <li>Manages and maintains building information, correspondence and other pertinent records for required retention periods. Ensures documents are properly organized and readily accessible on agency's electronic filing system. Develops, implements, tracks and reports on CAFM system work orders and overall progress.</li> <li>Participates in long range planning and evaluation of work operations. Through operations inspections and analysis of work record results, evaluates performance and quality of executed work. Determines causes of unfavorable trends and recommends corrective action to the Assistant Facility Manager.</li> <li>Assists with the operation and maintenance of the buildings, its utilities and grounds and develops potential energy conservation measures for the facility. Works with Planning and Project Management, Acquisition and Material Management Division and SCBG shops to coordinate building, utilities and grounds maintenance, repair and construction projects. Works with the AOC Energy, Water and Sustainability team to track and report energy and water usage. Updates and reports monthly energy and water performance metrics.</li> <li>Coordinates with the AOC Office of Safety, Fire and Environmental Programs to implement safety protocols promoting workplace safety. Works with SCBG shops, SCBG Safety Specialist and the Marshal's staff to ameliorate any unsafe conditions noted.</li> </ul> <br /><strong> Project Management </strong><br /> <ul> <li>Serves as a Project Manager with responsibility to develop and manage the design and construction of minor renovation projects. Projects may include rehabilitation, alteration or improvements to building infrastructure systems.</li> <li>Performs: (1) life-cycle project management expertise; (2) coordination and execution of project planning and programming; (3) conceptual design development support to include development of statement of work, market research and government estimates; (4) equipment installation; (5) commissioning; and, (6) post occupancy evaluations. Responsible for development and management of studies.</li> <li>Prepares and updates project schedules. Monitors design/construction/installation effort for effectiveness in maintaining project milestones. Coordinates with stakeholders. Updates status on Marshal's Weekly tracker and the Chief Operating Officer's Quarterly Report.</li> </ul> <br /><strong> Consultant/Contractor Oversight </strong><br /> <ul> <li>Serves as the Contracting Officer's Technical Representative (COTR) for facility maintenance contracts such as annual fire certifications, exhaust hood cleaning, vehicle maintenance, Computer Room Air Conditioning (CRAC) unit maintenance and other contract support.</li> <li>Coordinates with Architect/Engineers (A/E) firms, Contractors, Planning and Project Management (PPM) Design and the Marshal's staff to synchronize client requirements with project efforts. Ensures compatibility between functional space, technical requirements and budgeted project cost parameters.</li> <li>Participates in facility safety and Office of Congressional Workplace Rights (OCWR) inspections providing an on-site presence with contractors and inspectors. Follows up on all findings ensuring work orders are issued appropriately and that corrective action is taken in a timely fashion.</li> </ul> <br /><strong> Technical Advice and Guidance </strong><br /> <ul> <li>Facilitates the resolution of project related issues and concerns. Provides leadership of the project scope, schedule and budget concerns. Provides timely and accurate responses to Jurisdiction representatives' questions.</li> <li>Utilizes professional expertise to develop and review: (1) technical specifications; (2) construction documents; (3) internal government cost estimates; (4) construction cost estimates; and, (5) statements of work for construction projects and professional design services.</li> <li>Observes and monitors repair/construction and maintenance operations to identify unforeseen problems. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.<br /><br />Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service.<br /><br />Specialized experience is defined as having experience: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability; and (3) Assisting in managing and technically directing contract administration activities.
