<p>The mission of the Office of Management and Budget (OMB) is to offer a broad-based, objective perspective on public and fiscal policy to the County Executive, County Council, and other County Partners. The analytical work performed in OMB provides policy makers with data and options for informed decisions. The Office supports and enhances the effective operation of County government, ensuring funds are spent in the most fiscally prudent and socially responsible way. OMB also ensures that departmental expenditures are made in accordance with Executive polices, Council appropriations, and are consistent with the County Charter.</p>

<p>This manager position functions as a senior level staff person to the department head with responsibility for providing analysis, advice, and recommendations on matters of policy development and decision making, with a focus on strengthening accountability by linking budgetary decisions to performance measures. Employee is responsible for supervising and mentoring a staff involved in providing detailed and complex analyses and recommendations concerning a broad spectrum of County Government operating and capital budgets and related management issues, and the implementation and monitoring of executive-level fiscal, policy, and programmatic decisions. Employee may also be responsible for complex special project assignments.</p>

<p>The ideal candidate will bring a strategic perspective to the position and be able to see beyond the immediate pressures, think through issues, provide sound alternatives, and focus on long-term objectives. The candidate will have high expectations for themselves, be an excellent communicator and listener, be approachable, adaptable to changing needs, strive to build partnerships and collaborations, and will spend time getting to know the operational functions and issues facing the County.</p>

<p><strong>Duties may include:</strong></p>

<p>• assuring implementation of County Executive policies and decisions;</p>

<p>• developing and implementing a performance-based/results-based budgeting strategy</p>

<p>• managing complex portions of the County's budget preparation and administration processes, both for recurring and special projects;</p>

<p>• supervising and evaluating the work of a team of Fiscal and Policy Analyst who monitor, review, examine and provide recommendations on department/agency operating and capital budgets;</p>

<p>• providing guidance and recommendations to department/agency heads concerning their budget requests and related management and program issues;</p>

<p>• ensuring coordination of team efforts among and between County Government departments, State and other public sector agencies, private sector concerns, and citizen groups;</p>

<p>• directing and conducting recurring special purpose analyses involving resource allocation, organizational efficiency, management methods, procedures and systems;</p>

<p>• providing recommendations for change or alternatives regarding department/agency organization (e.g., staffing, operations, structure, etc.);</p>

<p>supervising the review, analysis, and provision of recommendations concerning Council directed and department/agency-initiated programs and issues; and</p>

<p>• providing testimony at executive and legislative branch budget hearings and before task forces, committees, public hearings, etc.</p>

<p>As a manager/supervisor working in a union environment, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation. This position requires the ability to attend meetings or perform work at locations outside the office.</p>

<p><strong>Minimum Qualifications:</strong></p>

<p><strong>Experience:</strong> Seven years of progressively responsible professional experience developing operating or capital budgets of a significant magnitude and complexity, preferably in the public sector, and/or analysis of complex management and policy issues having budgetary implications, three years of which were in a supervisory or executive capacity.</p>

<p>Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).</p>

<p><strong>Education:</strong> Graduation from an accredited college or university with a Bachelor's Degree.</p>

<p><strong>Equivalency</strong>: An equivalent combination of education and experience may be substituted.</p>
