<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>You will serve as the Chief Information Officer for the Naval Surface Warfare Center, Dahlgren Division<br /> NAVSURFWARCENDLD.</strong><br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>You will be responsible for the overall direction and management of the information technology (IT) infrastructure and systems for a 4500+ research and development organization.</li> <li>You will develop Naval Surface Warfare Center – Dahlgren Divisions (NSWCDD) IT vision, goals, strategies, priorities, and policies to support mission requirements.</li> <li>You will serve as the command-level senior IT advisor with direct access to the Commanding Officer and Senior Executive service Technical Director.</li> <li>You will lead an organization of approximately 120 government and contractor scientists, engineers, IT specialists, and administrative personnel.</li> <li>You will direct work activities via subordinate supervisors and technical leads.</li> <li>You will provide management and oversight of: corporate IT services; classified and unclassified network infrastructure design, engineering, operations, assessment and authorization, and maintenance; storage and virtualization services.</li> <li>You will provide management and oversight of: cybersecurity risk posture and compliance; IT help desk; IT acquisition process; and cybersecurity workforce.</li> <li>You will manage Naval Surface Warfare Centers-Dahlgren Division's IT budget, including two large service cost centers.</li> <li>You will perform the full range of Supervisory duties and responsibilities including human resource actions, performance evaluations, personnel development and furthering Equal Employment Opportunity (EEO) programs and objectives.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 6 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Strategic Planning and Policy – Master Level- within 6 months of appointment.</li> <li>This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Science and Technology Level 2. Certification is required within 24 months of appointment.</li> <li>You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.</li> <li>You must be available for official travel.</li> <li>Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.</li> <li>You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.</li> <li>Must be a US Citizen.</li> <li>Males must be registered or exempt from Selective Service. www.sss.gov.</li> <li>Must be determined suitable for federal employment.</li> <li>Must participate in the direct deposit pay program.</li> <li>May be required to successfully complete a probationary/trial period.</li> <li>See Other Information and Requirements section for additional requirements.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>I have one year of specialized experience equivalent to the next lower grade level or pay band (NT-5 or GS-13/14 equivalent) in the Federal service or equivalent experience in the private or public sector directing others in the execution, management or compliance of Information Technology (IT) network or operating systems.</strong><br /><br /><strong>Your experience in the information technology field must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving<br /><br />1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: design, write, test, debug, and maintain security or application software applications that meet technical and functional requirements.<br /> 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: applying, IT concepts, principles, methods, and practices as well as the mission and programs of customer organizations to provide advice and guidance on a wide range and variety of complex IT issues related to security systems or application software.<br /> 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: present recommendations for adoption of new or enhanced approaches to delivering IT services related to security systems or application software.<br /> 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
