<b>Duties</b><br /><br /><b>Summary</b><br /><br />Human Resources Division – Arlington, Virginia<br /><br />The selectee of this position serves as a Human Resources Specialist (Employee and Labor Relations). You will be responsible for advising management on a variety of sensitive and/or difficult employee/labor relations issues, the performance management program, program evaluation for all labor and employee relations (LER) functions and labor and employee relations special projects.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a Human Resources Specialist (Employee and Labor Relations) at the GS-0201-13 level, some of your typical work assignments may include: <ul> <li>Serving as a senior employee and labor relations consultant within the USMS, with responsibility for providing management-employee relations advisory services to managers and supervisors.</li> <li>Providing guidance/direction to USMS supervisors and management regarding misconduct, performance, and labor issues.</li> <li>Acting as a liaison between labor and management relative to the interpretation/application of labor agreements, negotiability and representational issues, and official time. </li> <li>Developing and preparing clear explanations of case facts and analyzing allegations to determine accuracy and applicability to cases.</li> <li>Reviewing complex policy and procedures to ensure consistency in their application and recommending modifications.</li> <li>Utilizing written and oral communication techniques sufficient to maintain effective working relationships with supervisors and managers and coworkers.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> </ul> <br /> Must pass a pre-employment security investigation and drug screening.<br /><br />May be required to successfully complete a trial/probationary period.<br /><br /><strong>REQUIREMENTS:</strong><br /><br />Males born after 12-31-59 must be registered for Selective Service.<br /><br />Must be a U.S. Citizen or National<br /><br />You must meet all qualification requirements by the closing date of this announcement.<br /><br />Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).<br /><br />Must be able to obtain and maintain a Public Trust background investigation.<br /><br /><b>Qualifications</b><br /><br /><strong>GS-13 TIME IN GRADE REQUIREMENTS:</strong> Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. <strong>(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).</strong><br /><br />You may qualify at the GS-0201-13 level, if you fulfill the following qualifications:<br /><br />One year of full-time specialized work experience equivalent to the GS-12 grade level in the Federal service performing duties such as: 1) Advising Supervisors as they resolve employee relations problems that contain complex, controversial and/or sensitive issues (i.e. disciplinary and adverse actions, performance management and awards, administrative grievances, appeals, special inquiries, leave administration and probationary period terminations); 2) Applying a wide range of Federal sector employee relations theories, concepts, laws, rules, regulations, precedents, and procedures; and 3.) Experience providing guidance on the interpretation/application of labor agreements, negotiability and representation issues, and negotiated grievance procedures.<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
