Demonstrates a thorough understanding of the theory, concepts, and techniques of performance auditing<br />2. Builds collaborative relationships within audit team and with stakeholders to achieve plans, goals, and objectives.<br />3. Demonstrates clear, concise, and organized oral and written communication skills, to include ability to successfully address complex questions and issues.<br />4. Develops impactful findings and recommendations to address highly complex or sensitive audit objectives.<br />5. Manages scope by anticipating contingencies, preparing strategies, addressing roadblocks and mitigating potential risks.<br /><br />HIGHLY DESIRED SKILLS<br /><br />1. Experience conducting IT performance audits and/or Federal Information Systems Controls Audit Manual (FISCAM) audits for at least four years, to include some experience leading audits.<br />2. Operational experience in information technology (e.g. to include but not limited to: system administration, cybersecurity, privacy, risk analysis), or experience performing audits in the DoD or Intelligence Community environments.<br />3. Possess a relevant professional certification to include Certified Information System Auditor (CISA), Certified Information System Security Professional (CISSP), Certified Public Accountant<br />(CPA), and/or Certified Internal Auditor (CIA), Certified Information Privacy Professional (CIPP), and Certified Ethical Hacker (CEH).<br /><br />Basic Requirements<br /><br />1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")<br /><br />OR<br /><br />2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:<br />a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;<br />b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or<br />c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.<br /><br /><b>Education</b><br /><br /><b>Additional information</b><br /><br />DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. All applicants must be U.S. citizens at the time of application. Applicants must meet the agency's conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement. All employees are required to sign an agreement not to disclose, in any fashion, classified information to unauthorized persons. All civilian employees are required to participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program.
