<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Office of the Treasurer (T), General Accounting Department (TGA), and is responsible for assisting the Comptroller and Deputy Comptroller in the planning, operations, and management of all accounting-related functions of the National Gallery of Art. The incumbent reports directly to the Comptroller. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The incumbent:<br /><br />Monitors and maintains the Oracle Federal Financial Fixed Assets Module. Sets up new fixed assets in compliance with capitalization policy. Reviews monthly activity and runs depreciation journals. Monitors repairs and maintenance and fixed assets transactions and purchase orders for any needed corrections.<br /><br />Assists in formulating and implementing policies and procedures that affect the Gallery's core financial systems, e.g., general ledger management, funds management, payment management, receipt management, cost management and reporting.<br /><br />Maintains a variety of detail reconciliation schedules and reports. Processes a multitude of General Ledger (GL) transactions using information obtained from both internal and external sources. Analyze Trial Balance (TB) amounts at the detail sub-ledger level to troubleshoot and proactively identify and resolve accounting errors. Performs key payment processing and approval functions<br /><br />Monitors accounting policy and guidance as may be required by the Chief Financial Officers (CFO) Act, Federal managers' Financial Integrity Act (FMFIA), Cash Management Improvement Act, Deficit Reduction Act, Prompt Payment Act, Debt Collection Act, Government Performance and Results Act (GPRA), Government Management Reform Act (GMRA), Federal Acquisition Streamlining Act (FASA), and OMB Circulars related to these Acts. This includes development of criteria and procedures for assessing the effectiveness and efficiency of the Gallery's core financial systems.<br /><br />Preparing responses to requests for accounting/management information or other internal and external sources including auditors. Your resume must include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.<br /><br />Physical Requirements: The work is primarily sedentary, the incumbent may walk to other offices in the East and west Buildings.<br /><br /><b>Qualifications</b><br /><br /><strong>SPECIALIZED EXPERIENCE:</strong> Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.<br /><br /><strong>Specialized Experience Statement:</strong><br /><br />Have three full year of specialized experience that is accounting related. This must include activities such as: (1) applying accounting theories, practices, methods, techniques and procedures; (2) analyzing financial data and preparing financial reports; (3) resolving discrepancies in financial data and supporting the financial statement audit; (4) developing recommendations for improvements to accounting procedures to prevent waste, fraud, abuse and irregularities; (5) participates in preparation of external audits. This experience must be comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in private or public sectors).<br /><br />Candidates must reflect in their submitted USAJOBS résumés the possession of this specialized experience. Candidates should ensure their résumé and submitted materials clearly demonstrate possession of these factors to receive maximum employment consideration.<br /> <ul> <li>Apply accounting theories, concepts, methods, techniques, principles and standards and provide guidance on interpreting and applying accounting standards.</li> <li>Knowledge in maintaining the general funds ledger and accounting activities, and reviewing, analyzing, and evaluating trial balance and other financial statements to ensure conformance with established agency policies, applicable regulations and generally accepted governmental accounting practices.<br /> </li> <li>Knowledge of both non-profit and federal USSGL fund based accounting structures to ensure correct GL transaction processing. Knowledge/skill working with large volumes of transactional data applicable to a large organization in an efficient manner that avoids minimal manual intervention.
