<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Economic and Policy Analysis Division. The Farm Production and Conservation (FPAC) Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for farm safety net programs, conservation programs, technical assistance, credit programs, and disaster programs.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Evaluates the appeals and makes recommendations on appeal decisions; represents the Department at hearings to explain assessment of penalties and related issues.</li> <li>Responsible for preparing the mandated annual AFIDA report to Congress on investments in agricultural land by investor country, on the volume of acreage owned by foreign investors by state, etc.</li> <li>Responsible for summarizing and analyzing AFIDA data, ensuring that tabulations are accurate, researching any outliers or suspicious entries, writing the report, and explaining patterns and trends in foreign ownership.</li> <li>Consults and works closely with the news media, real estate organizations, farm organizations, other interest groups, and FPAC's Office of External Affairs to disseminate information and encourage compliance with AFIDA reporting requirements.</li> <li>Reviews current legislation; initiates regulatory changes; develops program guidelines; works to improve procedures; determines when foreign investors are in non?compliance with the Act; and determines and assesses penalties, as appropriate.</li> <li>Responsible for implementing and enforcing the AFIDA law and regulations; and directs AFIDA data collection activities, analysis of the data, and interpretation of the data.</li> <li>Determines the information that is needed for foreign persons and foreign companies to comply with the requirements of AFIDA.</li> <li>Responsible for the formulation and development of policies and operations related to AFIDA; complex factual and policy issues in interpreting and applying the AFIDA law and its regulation; overall execution of the AFIDA program.</li> <li>Provides authoritative technical direction to program specialists in AFIDA data collection, analysis, and integration of AFIDA data with other land resource surveys.</li> <li>Develops correspondence related to appeals; evaluates the merit of specific appeals; and interacts with other departments (FBI, Homeland Security, others) in assessing data needs and in response to specific requests.</li> <li>Provides consultation and technical expertise in addressing and ensuring full compliance with the AFIDA Act.</li> <li>Identification of foreign agricultural land transactions and the procedures for appraising the value of agricultural land.</li> <li>Reviews and approves all correspondence going to county offices and county committees concerning suspicion of non-compliance with AFIDA reporting requirements and all AFIDA correspondence to the public.</li> <li>Determines whether the percentage interest in the parcel in question, at each level in the ownership chain, is subject to AFIDA requirements.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 14 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a US Citizen or US National.</li> <li>Males born after 12/31/1959 must be Selective Service registered or exempt.</li> <li>Subject to satisfactory adjudication of background investigation and/or fingerprint check.</li> <li>Successful completion of one year probationary period, unless previously served.</li> <li>Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.</li> <li>Successfully pass the E-Verify employment verification check.
