<b>Duties</b><br /><br /><b>Summary</b><br /><br />This is a Procurement Technician position within the Research & Development service of the VA Maryland Health Care System (VAMHCS), within the Mid-Atlantic Health Care Network (VISN 5), within the Veterans Health Administration (VHA). VAMHCS Research & Development Service is responsible for discovering new knowledge and applying findings to improve the health and welfare of our nation's Veterans.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The incumbent functions as the lead Purchasing Technician for the Research and Development (R&D) Service. Performs simplified and complex purchases in for single purchases of $3,500.00 or less on the open market for supplies and services. Incumbent must verify, certify and reconcile these purchases according to established government small purchase guidelines, disputing all questionable charges and providing justification of the same.<br /><br />Ensures coordination with principal investigators, laboratory staff, and the R&D Service Budget Analyst and Budget Technician for the completion of each funded research project's purchasing needs.<br /><br />Records commitments, obligations, expenditures, and similar budgetary transactions in order to update and adjust budget account records. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.<br /><br /><strong>Note: </strong>Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.<br /><br />You may qualify based on your experience and/or education as described below: <ul> <li><strong>Specialized Experience:</strong> You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Basic knowledge in providing contract support by assembling contract files, preparing close-out documents, processing approved payment requests, and coordinating inspections. Responding to recurring questions from contract vendors. Assisting in generating various reports for a Contracting Officer, Team Leader, Division Chief, or Managers under direct supervision. Basic knowledge with using automated programs to assemble and/or type solicitation documents (e.g., mailing lists, address labels, abstracts, letters of negotiation, award notifications, facsimiles, etc.). Preparing documents according to established formats, agency rules and regulations, standard operating procedures (SOP), policies, guidelines, specific acquisition regulations and facility procedures and guidelines, under direct supervision. <strong>OR,</strong></li> <li><strong>Education:</strong> Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Bachelor's degree or four full academic years (120 semester hours or 180 quarter hours) above the high school level leading to such a degree. The education must be obtained in an accredited business, secretarial or technical school, junior college, college or university. <strong>OR,</strong></li> <li><strong>Combination:</strong> Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. A combination of education and HR specialized experience must total a 100% of the requirement for this grade level. (Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.<br /><br /><strong>Note</strong>: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
