<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Office of Standards, Regulations and Variances (OSRV), Regulatory Development Division. The Standards Office is responsible for the promulgation of health and safety standards, regulations, and executing the authority given to the Secretary of Labor to grant variances to safety standards.<br /><br />This position is outside the bargaining unit. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The incumbent serves as the advisor and consultant on regulatory matters, which includes providing advisement to the Director and high-level officials at MSHA and DOL on policy and procedures, this includes planning and developing criteria to be used in drafting regulations and standards. The selectee will be responsible for staying abreast of executive and legislative initiatives, which affect the Agency's regulatory program. The work will also require the ability to develop and provide oversight to new or revised programs, policies, and supporting procedures. All work and plans, will involve directing and coordinating the development of regulatory projects in accordance with the Federal Mine Safety and Health Act of 1977 (Mine Act), and (MINER) Act of 2006. Section 2638.103 of Title 5 of the CFR states:<br /><br />Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.<br /><br /><b>Qualifications</b><br /><br />Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Examples of specialized experience includes evaluating and analyzing proposed legislation, draft regulations, executive orders and Congressional testimony; and reviewing regulatory documentation.
