<b>Duties</b><br /><br /><b>Summary</b><br /><br />The Office of Aviation Policy & Plans (APO) provides critical support to the Administrator & FAA orgs in the following major programs: Forecasting, Performance, Economic, Systems, Policy Analysis, & Strategic Planning; maintains liaison with the Department of Transportation, other agencies & industry stakeholders; provides for aviation public & Government participation in formulation of aviation policies, plans, goals & priorities through stakeholder outreach activities.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The Executive Director for Aviation, Policy and Plans position is located within the Assistant Administrator for Policy, International Affairs, and Environment organization (APL) in Washington D.C. The Executive Director advises and assists the Assistant Administrator and Deputy Assistant Administrators on all matters within the purview of the office. The Executive Director oversees the Forecast and Performance Analysis Division which provides the official FAA Forecasts of aviation activity and the operational performance analysis for the National Airspace System (NAS) and for individual airport facilities; directs the efforts of the Economic Analysis Division which conducts analyses and reviews of FAA regulatory and investment initiatives which guide government decision-makers and the public; assesses the impact of proposed actions and allocate limited societal resources efficiently; leads the Systems and Policy Analysis Division which delivers independent economic, quantitative and qualitative analyses, information, and tools for policy decisions involving crosscutting or novel civil aerospace issues such as NextGen and commercial space transportation and facilitates development and implementation of national policies to optimize efficient use of aviation capacity and manage congestion; and oversees the Strategic Planning Division of APO which serves as the agency's focal point for business planning development and coordination as well as corporate performance management.<br /><br />The Executive Director oversees and provides day-to-day direction of the service unit components and staff of approximately 45 and manages a budget of $7.8M annually.<br /><br /><strong>Specific Responsibilities Include:</strong> <br /><ul><li>Provides decision makers both inside and outside the FAA, and the general public, with the tools and information they need to make well informed decisions on cross-cutting national and international aerospace system policies, goals, and priorities.</li><li>Reviews proposed and final regulations of benefit/cost analysis, paperwork reduction act analysis, impact on small business, international trade impact assessment, and unfunded mandate assessment which are subject to Department of Transportation, Office of Management and Budget, and public comment.</li><li>Conducts periodic economic reviews of selected regulations in accordance with statutory and administrative guidance and procedures.</li><li>Provides benefit/costs analyses of proposed infrastructure investment decisions, such as installation or removal of landing aids; conducts benefit/cost analyses for the Federal Contract Tower Program, as required by statute.</li><li>Maintains investment guidance documents, as well as standard economic values used in benefit/cost analyses.</li></ul> <br /><br /><b>Travel Required</b><br /><br />25% or less – The job may require up to 25% travel.<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> NA <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>US Citizenship is required.</li> <li>Selective Service Registration is required for males born after 12/31/1959.</li> <li>Designated or Random Drug Testing required.</li> <li>Must be able to obtain and maintain a Top Secret Clearance.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.<br /><br /><strong> Leadership Requirements </strong><br /> 1. TECHNICAL REQUIREMENT: Demonstrated experience leading economic analysis using a broad range of economic instruments and concepts to develop aviation policy.<br /><br />2.
