<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Marine Transportation Systems Directorate, Navigation Center (NAVCEN), Maritime Safety Information Distribution Division, Alexandria, VA.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As an Information Technology Specialist in the Maritime Safety Information Distribution (MSID) Division, this position is responsible for the development of web-based software applications to be used by Navigation Center (NAVCEN) website users or NAVCEN personnel using "backend" software on the NAVCEN Content Management System. In addition, this position ensures that security policies, procedures, and standards are applied to developed software in support of USCG missions and in support of the unit's network IT architecture.<br /><br />Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:<br /> <ul> <li>Recommending, planning, and implementing policy changes to the NAVCEN website and/or the network on which it resides, including changes to cyber-security postures, changes to website usability and conformance to applicable laws and regulations regarding IT accessibility laws and policies, including the Section 508 Rehabilitation Act of 1973.</li> <li>Providing government oversight for a full range system development life cycle activities for IT projects supporting US Coast Guard missions.</li> <li>Designing, modifying, and maintaining the Navigation Center website from layout to function, according to requirements and specifications of Coast Guard policies, supervisors, stakeholders, and content managers.</li> <li>Recommending and implementing cyber-security code for monitoring and analysis to identify potential malicious activity; using code to prevent cyber-attacks on the Navigation Center website and the network on which it resides.</li> <li>Advising and providing technical consultation and guidance on matters related to the optimization of internet technologies.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 13 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>U.S. Citizenship is required. </li> <li>Males born after 12/31/1959 must be registered for Selective Service.</li> <li>A one-year probationary period may be required.</li> <li>This position requires a National Agency Check with Inquiries (NACI).</li> </ul> <br /><br />All qualification requirements must be met by the closing date of the announcement. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.<br /><br /><b>Qualifications</b><br /><br /><strong>To qualify at the GS-13 level</strong>: Applicants must possess one (1) year of specialized experience at GS-12 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. <br /><br />Specialized experience includes: <br /> <ul> <li>Experience software development standards, procedures and guidelines;</li> <li>Experience developing web applications accessible across multiple web browsers and mobile platforms;</li> <li>Experience designing and modifying website layouts and functions; and</li> <li>Experience serving as a project manager for web application services.</li> </ul> <br />For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
