<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Consumer and Governmental Affairs Bureau.<br /><br />RELOCATION EXPENSES WILL NOT BE PAID.<br /><br />Salary range depends on the Commission's continued certified pay for performance system.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Serves as alter ego of the Bureau Chief in the discharge of his/her responsibilities and may assume full responsibility for all Bureau activities in the absence of the Bureau Chief.</li> <li>Examines proposals for new or changed laws, rules and regulations and recommends and defends the Bureau's positions. Has oversight, management and direction over the development of Commission policy and rulemakings.</li> <li>Prepares Commission decisions and actions; interprets and implements provisions of the Communications Act as they relate to subordinate Division/Office functions.</li> <li>Develops and implements policy recommendations that further the Commission's goal of maintaining collaborative partnerships with state, local and Tribal governments in critical areas such as broadband deployment and implementation of new technologies.</li> </ul> <br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 00 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Bar Membership Required</li> <li>Must submit a financial disclosure statement upon assuming the position.</li> <li>Serve a probationary period of one year, if applicable.</li> </ul> <br /><br />Note: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications However those applicants must address the following Mandatory Technical Competencies.<br /><br /><strong>MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement addressing each of the following Technical Competencies. This is in addition to the Executive Core Qualifications (ECQs), both must be addressed separately.</strong><br /><br />1.Experience which demonstrates a knowledge of directing and managing policies, programs or services to enhance the public's understanding of communications matters.<br /><br /><strong>2.</strong>Experience that demonstrates knowledge of how intergovernmental relations must be integrated into program management and policies.<br /><br /><strong>3.</strong> Experience which demonstrates knowledge of the communications industry and federal regulatory practices affecting state and local governments and Tribal nations.<br /><br /><b>Qualifications</b><br /><br />Applicants must provide detailed evidence of possession of each of the Executive Core Qualifications and Mandatory Technical Competencies listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official.
