<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Office of the Technology Transfer (OTT) in the George Washington Carver Center in Beltsville, Maryland.This position provides technical and administrative management of all technology license agreements that are the responsibility of the Agency licensing program.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Maintains the current status of multiple license records to assure that report and payment deadlines are met by the licensees</li> <li>Tracks all license report and payment deadlines using physical records, license database, and internal tracking systems.</li> <li>Verifies the accuracy of reports and payment amounts by reviewing the terms of the license agreement and by analyzing the number of units sold, price per unit, and cost of goods sold for the preceding six month period.</li> <li>Calculates the appropriate disbursement of license revenues to inventors including the calculation of distributions to inventors under the terms of complex licenses covering multiple inventions.</li> <li>Serves as the point of contact for general information on issues (e.g., late royalty payments, missing reports, revisions to the terms of the license agreement, etc.) related to the license agreement.</li> <li>Replies to written correspondence and telephone requests for information concerning USDA technology licensing policies and procedures.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 9 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a US Citizen or US National</li> <li>Males born after 12/31/1959 must be Selective Service registered or exempt</li> <li>Subject to satisfactory adjudication of background investigation and/or fingerprint check</li> <li>Successful completion of one-year probationary period, unless previously served.</li> <li>Direct Deposit ? The specialized experience requirements for this position are:<br /><br /><strong>At the GS-07:</strong><br /><br />Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing paralegal and administrative assignments related to licensing; maintaining and tracking reports and payment deadlines; and gathering data and signed documents to keep files and databases updated.<br /><br /><strong>At the GS-08:</strong><br /><br />Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing paralegal and administrative assignments related to licensing; maintaining and tracking license reports and payment deadlines; gathering data and signed documents to keep files and databases updated; and verifying the accuracy of license reports and payment amounts; and resolving pending and existing license agreements.<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
