<b>Duties</b><br /><br /><b>Summary</b><br /><br />You will serve as a <strong>OPTOMETRIST (INDUSTRIAL) </strong> in the Clinical Services Department, Optometry Division, Branch Medical Clinic of NAVMEDCEN PORTSMOUTH VA.<br /><br /><strong>THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT</strong>. Section 1599c, title 10, United States Code provides that the Secretary of Defense can designate certain healthcare positions as shortage positions and recruit and appoint highly qualified persons to these positions.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Provide primary eye care, urgent eye care and occupational health services to the Norfolk Naval Shipyard, 35 tenant activities and other nearby base installations.</li> <li>Function as a team member of a collaborative health care team in the delivery of comprehensive eye care and health maintenance in an industrial health setting.</li> <li>Maintain and improves the visual health status and ensures the visual readiness of civil service employees and active duty military personnel.</li> <li>Verifie, dispense and repair protective, eyewear, safety glasses, and/or military prescription glasses.</li> <li>Diagnose/treat ocular anterior segment diseases, injuries and eye problems including corneal foreign bodies (superficial/embedded) for active duty military personnel and qualified shipyard employees by diagnostic and/or therapeutic medications.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Certification or Licensing Required: PHD in Optometry AND Optometry license</li> <li>Must be a US Citizen.</li> <li>Must be determined suitable for federal employment.</li> <li>Must participate in the direct deposit pay program.</li> <li>New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. HCW that declines the HBV are required to sign a HBV Immunization Declination form prior to reporting to work.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><b><strong>Basic Requirements for GS-12 (or equivalent) Grade Level</strong></b><br /><br />Applicants<strong> must meet the following Basic Requirements </strong>of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education https: www.aoa.org/optometrists/for-educators/accreditation-council-on-optometric-education (ACOE) at the time the degree was obtained.<br /><br /><strong>POSITIVE EDUCATION REQUIREMENTS</strong>: This position has a Positive Education Requirement. In order to verify that you meet the positive education qualifications for this position, you <strong>MUST</strong> submit a complete copy of their transcripts or an itemized list of college courses which includes equivalent information from the transcript (Course title, semester/quarter hours and grade). Failure to submit this information <strong>WILL</strong> result in an ineligible rating.<br /><br />AND<br /><br />Applicants<strong> must have received a passing score </strong>on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.<br /><br />In addition to the Basic Requirements for this position, applicants must meet one of the following requirements: One year completion of a residency program in an institution accredited for such training; or your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: <ul> <li>Diagnosing, treating and managing eye disorders, eye diseases and eye injuries by refractive means and/or medical means such as prescribing optical devices and/or diagnostic or therapeutic medications;</li> <li>Delivering comprehensive eye care through examinations, diagnoses and treatments of authorized patients with ocular, ocular adnexa and vision related problems of all complexities;</li> <li>Performing external and internal examinations, objectives and subjective optometric procedures to determine whether each employee meets occupational visual requirements of specific job titles;</li> <li>Carrying out and evaluating comprehensive eye examinations on scheduled patients including visual function test, refractions, contact lens evaluations and fittings, anterior and posterior segments examinations, topography and ophthalmoscopy;</li> <li>Inspecting corrective lenses received for conformance with prescription focal power, type and position of bifocal, tint, and size according to ANSI 87.1-1968 (Standard Occupational and Educational Eye/Face Protection); and</li> <li>Interpreting /applying published occupational health standards for sight conservation program and optometric matters.</li> </ul> <br /><br /><b><br /> Additional qualification information can be found from the following Office of Personnel Management web site: http: www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp .<br /><br />https: www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0600/optometrist-series-0662/ <br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
