<b>Duties</b><br /><br /><b>Summary</b><br /><br />The position is in the Agricultural Marketing Service/Transportation and Marketing Program/Transportation Services Division (TSD). TSD is the expert source for economic analysis (market reports, technical assistance, regulatory representation, and stakeholder outreach) on agricultural transportation from farm to market for rail, barge, truck, and ocean freight. TSD serves to inform and facilitate the decisions of participants marketing U.S. agricultural products domestically and internationally.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.</li> <li>The duties may include, but are not limited to:</li> <li>Serves as a technical expert for agricultural transportation and related economic issues and concerns, including analysis, stakeholder inquiries, and regulatory representation.</li> <li>Assists with the development, production, publication and distribution of the weekly Grain Transportation Report (GTR).</li> <li>Edits, reviews and collaborates with other TSD team members on numerous projects throughout the year requiring research, collection, and analysis of a variety of economic data.</li> <li>Collects primary data concerning U.S. bulk grain shipments and performs economic and market analysis.</li> <li>Participates in the development and implementation of new data collection sources and the refinement of existing methods.</li> <li>Manages cooperative agreements and contracts.</li> <li>Updates information on the TSD website and open-data visualization platform and introduces new information and presentation media and/or methods.</li> <li>Provides outreach to stakeholders with particular emphasis on grain industry participants.</li> <li>Actively participates in seminars and conferences, as funds permit, promoting the activities of the Division.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Occasional travel to ports, grain elevators, rail yards, barge terminals, and farms may require appropriate safety precautions.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a US Citizen or US National.</li> <li>Males born after 12/31/1959 must be Selective Service registered or exempt.</li> <li>Subject to satisfactory adjudication of background investigation and/or fingerprint check.</li> <li>Successful completion of one-year probationary period, unless previously served.</li> <li>Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.</li> <li>Successfully pass the E-Verify employment verification check. To learn more about E-Verify, including your rights and responsibilities, visit E-Verify at https: www.e-verify.gov/.</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.<br /><br /><strong>BASIC REQUIREMENT: </strong>Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. <br /><strong>OR Combination of education and experience:</strong> courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.<br /><br /><strong>FOR THE GS-11 LEVEL: </strong>Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: <ul> <li>Developing written and oral reports concerning the domestic and/or international transportation of agricultural commodities.</li> <li>Performing analyses related to supply, demand, commodity prices, transportation rates and services, regulations and current events which can affect the movement of various agricultural commodities.</li> <li>Researching, evaluating, and presenting applied economic data; and acquiring, processing, and analyzing data sets.</li> <li>Conducting reviews of economic literature, preparing technical reports/policy briefings, and communicating research </li> </ul> <strong>OR</strong> 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Economics or closely related degree field.<br /><br />Equivalent combinations of education and experience are qualifying for this grade level.<br /><br /><strong>FOR THE GS-12 LEVEL: </strong>Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: <ul> <li>Independently applying methods of analytical, mathematical, or statistical principles and practices as related to supply, demand, commodity prices, transportation rates and services, regulations and current events, which can affect the movement of various agricultural commodities.</li> <li>Utilizing various analytical processes and techniques such as: setting up the problem, conducting background research, collecting and evaluating data, displaying data for analysis, formulating mathematical expressions, drawing conclusions, and determining transportation implications resulting from changes in the agricultural markets.</li> <li>Independently analyzing data using relevant economic methods; and identifying implications of the findings as they relate to an agricultural transportation related issue; and/or experience preparing and presenting research summaries and other technical reports to a variety of groups and individuals, such as making project presentations to audiences at conferences or workshops.</li> </ul> Note: There is no education substitution for this grade level.<br /><br /><strong>TRANSCRIPTS</strong> are required if: <ul> <li>This position requires specific coursework or a degree in a specific field to be basically qualified.</li> <li>You are qualifying for the position based on education.</li> <li>You are qualifying for this position based on a combination of experience and education.</li> <li>This education must have been successfully completed and obtained from an accredited school, college, or university</li> </ul> <br /><strong>COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL:</strong> Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.
