<b>Duties</b><br /><br /><b>Summary</b><br /><br />Federal Communications Commission Wireless Telecommunications Bureau, Technologies, Systems and Innovation Division Washington, DC 20554<br /><br /><strong>Relocation expenses will not be paid.</strong><br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Serves as an Application Data Specialist providing Geographic Information System (GIS) and database project development under the direction of Wireless Telecommunications Bureau (WTB), Technologies, Systems, and Innovation Division(TSI) for geospatial data collection, analysis, and mapping, as well as, web development and presentation for the Bureau and Division. <br /><br />Works with WTB in development, acquisition, specification, and analysis of geospatial data, data visualization and representation of narrowband and broadband wireless telecommunications service capability and availability and TSI's continued data collection and mapping responsibilities for the Commission. Collect, organize and display geospatial information to support a wide variety of critical Division and Bureau activities. <br /><br />Integrates data for policy, licensing and planning efforts; ensures WTB standards and procedures for publishing geospatial data are consistent with established Agency data standards for increased access and sharing, and supports Commission GIS best practices and standards and brings those to WTB and TSI. Conducts and analyzes requirements studies and data needs for various map and analysis projects by working directly with stakeholders and staff professionals. Develops production flow, data acquisition, data format standards, and procedures for converting spatial and tabular information to generate the required formats and derived products such as maps, reports, and GIS applications. Develops maps, reports, data visualization graphics and GIS applications using geospatial data produced by the Commission or by outside parties. <br /><br />Coordinates with IT, maintenance and upgrades of the Bureau's implementation of various ESRI ArcGIS Server products deployed on Amazon Web Services. Projects include the delivery of geospatial services and analysis to FCC staff and the public. <br /><br />Integrates GIS data into reports and visual media for policy, licensing, auctions programs and planning efforts. Collaborates with domain subject matter experts and senior leaders to establish policies and provides guidance for data decisions in support of automation efforts or decision analysis. Interacts regularly with a broad range of working partners and stakeholders inside and outside the FCC. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. <br /><br />Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following: <br /><br /><strong>GS-13 Specialized experience includes:</strong><br /> <ul> <li>Leading a major software design and/or ArcGIS systems (ArcGIS Desktop, Pro, AGOL, Portal for ArcGIS) to complete complex geospatial analyses and produce visual outputs.</li> <li>Developing maps, reports, data visualization graphics and GIS applications using geospatial data.</li> <li>Scripting language (such as JavaScript, Python, and SQL) to write and maintain scripts to manipulate data and automate complex workflows, as well as join various databases for analytical processing. </li> </ul> <br /><br />PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). The FCC determines the BEST QUALIFIED CANDIDATES based on the major job-related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:<br /><br />1. Highly Qualified (Score 90-100) – the applicants possessing a background that demonstrates a superior level of major job-related competencies and possession of all evaluation criteria;<br />2. Fully Qualified (Score 80-89) – the applicants possessing a background that demonstrates a satisfactory level of major job-related competencies and possession of the evaluation criteria; and<br />3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.<br /><br />An automated score is administered based on the online application process used.
