<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>About the Position:</strong> This position is with the U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL), located in Alexandria, VA.<br /><br />This is an Interdisciplinary position and may be used to fill one of the following job series:<br /> Geographer 0150<br /> Physical Scientist 1301<br /> Geologist 1350<br /> General Engineer 0801<br /> Electrical Engineer 0850<br /> Mechanical Engineer 0830<br /> Mathematician 1520<br /> Statistician 1530<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Serves as the geospatial science and technology (S&T) expert for the Engineer Research and Development Center's (ERDC's) Geospatial Research Laboratory (GRL). Review and execute project / program research and development (R&D) and direct complex technical programs from planning and marketing through execution and transition to product delivery. The incumbent serves as the laboratory's senior geospatial lead, thought leader, and program development expert, leading the maturation of concepts from basic research through applied technology and integrating innovative S&T program areas that address enduring geospatial challenges of the Army. Primary responsibility is to interface with senior Army leadership within the S&T and R&D communities, to integrate the laboratories technologies into the Army's Modernization Priorities. Secondary responsibility is to lead a highly technical and world class technical work force in new and demanding research areas, including: geospatial technologies, mobile/enterprise Geographic Information Systems (GIS), terrain analysis and reasoning; passive and active spectral signature analysis; fluorescence; photogrammetry; remote sensing, terrain visualization; precision surveying and mapping; image analysis; data management; geographic information systems; data/image fusion; spatial-temporal reasoning, numerical analysis, and the enablement of advanced military planning and execution. Incumbent directs the effective evolution and transition of innovative products and capabilities that characterize the effects of the Joint Operating Environment (JOE) upon Mission and Mission Command, ground force operations and tactics; platforms, systems and Soldiers; civilians, their habitat, as well as socio-cultural tenets and institutions.<br /><br />The incumbent is responsible for providing the technical requirements and descriptions of the research to be performed: setting the schedule, milestones, and quality of standards for the research; providing review and oversight of quality of progress of the research; coordinating and integrating the research team both internally and externally (e.g., Government, contractors, and universities); and determining acceptance, rejection, or correction of the research products in concert with the Lead Technical Director for the Geospatial Research Engineering Business Area. The incumbent develops, defends, and executes a multi-million dollar budget, including both direct and reimbursable resources. The incumbent uses a clear, detailed understanding of the end-to-end science, technologies, processes and work flows that create geospatial data, information, models and analytic applications relevant to the successful conduct of full-spectrum military operations.<br /><br />Incumbent responsibilities include monitoring and programmatically leading a laboratory workforce primarily funded by the business area portfolio and identifying and developing business opportunities. Research in this area improves understanding of complex and broad geospatial information and directly supports the warfighter and intelligence community that rely on geospatial intelligence (GEOINT). Elements of this research include enhanced data analysis, increased data sharing and dissemination, data fusion and representation, facilitating situational awareness and understanding for all phases of unified land operations. The incumbent understands the potential application of geospatial data, information and models within the Military Decision Making Process (MDMP), and the more general process of Joint Intelligence Preparation of the Operational Environment (JIPOE), and the expanded understanding across the Army and DoD of the power of geospatial data, information and analysis across all Warfighting Functions and mission sets.Leads research that is cross-cutting, leverages multiple/mixed methodologies, and impacts a range of users across all echelons, which in and of itself adds complexity when determining transition partners. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-04 (GS-14) or above.Some federal jobs allow you to substitute your education for the required experience in order to qualify.
