<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Office of National Security and Technology Transfer Controls (NSTTC), Washington, District of Columbia.<br /><br />The primary purpose of this position is to serve as a Senior Export Policy Analyst to an organization and contribute to the export control policy process in one or more of the following areas: materials, materials processing, electronics, telecommunications, computers, information security, avionics, marine, sensors, laser, spacecraft, and navigation.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Serving as a liaison with industries on export control regulations and policy procedures related to a wide range of commodities and technologies under the jurisdiction of the Department of Commerce.</li> <li>Consulting and negotiating with other policy analysts and members of the export community involved in export controls and keeping the Export Administration Regulations current.</li> <li>Integrating U.S. industry's economic/regulatory concerns into the Bureau's development of regulations and the Export Control Reform Act.</li> <li>Providing leadership and expert policy advice to inter- and intra-agency groups such as the Advisory Committee on Export Policy (ACEP), Interagency Policy Committee (IPC), and Wassenaar Arrangement (WA) on matters pertaining to area of expertise.</li> <li>Applying knowledge in the analytical review and process of export licenses, commodity classification requests, license determinations, commodity jurisdiction reviews and export license applications.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />25% or less – You may be expected to travel 1-5 nights per month for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> None <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>You must be a U.S. citizen to apply for this position.</li> <li>You must successfully pass a background investigation.</li> <li>You must be registered for Selective Service, if applicable. Incumbent must pass urinalysis testing prior to appointment and periodically thereafter.</li> <li>Permanent Change of Duty Station (PCS) Expenses will not be paid.</li> </ul> <br /><br /><b>Qualifications</b><br /><br /><strong>Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.</strong><br /><br /><strong>Specialized Experience:</strong><br /> <strong>GS-15:</strong> Applicants must possess at least one year of specialized experience, at the next lower grade level (GS-14 or equivalent pay band) in the Federal government. Specialized experience is defined as: <ul> <li>Providing authoritative expertise on U.S. export control regulations and policy procedures</li> <li>Analyzing and interpreting U.S. export control regulations and policy procedures for a full range of program areas and organizations on complex and sensitive business/industry issues to the export community, federal agencies and foreign governments</li> <li>Developing and presenting recommendations for international commercial trade issues and national security and foreign policy programs.</li> <li>Processing U.S. export control license applications and commodity classification requests for items that are controlled for national security reasons in accordance with the Export Administration Regulations (EAR)</li> </ul> <strong>NOTE</strong>: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
