<b>Duties</b><br /><br /><b>Summary</b><br /><br />These positions are located in the Workforce Staffing & Recruitment Branch, Division of Human Resources and Organization Management, Office of Administration, Bureau of Labor Statistics. Positions function as a Human Resources Specialists performing Recruitment & Placement/Classification duties for assigned organizations. <br /><br />-This position is outside the bargaining unit.<br />-This announcement may be used to fill additional like vacancies<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Entry-level Human Resources Specialists will work within the Workforce Staffing and Recruitment Branch. Assignments are designed to provide training and practice in HR programs and operations. Within this framework, the incumbent will provide assistance to senior HR Specialists with duties that may include, but are not limited to the following:<br /> <ul> <li>The incumbent provides staffing, placement and classification services to assigned portions of an organization for a segment of the Bureau of Labor Statistics providing technical advice and assistance on fundamental human resources rules, regulations, and policies governing human resources decisions. </li> <li>As assigned, advertises positions (both Merit Promotion and Delegated Examining), makes qualifications determinations, develops selection certificates, and processes selections. Advises management in the use of automated processes, including the DOL Online Opportunities Recruitment System (DOORS) or those associated with BLS-Hire for entry-level positions. Provides advice to management for the assigned cases for the rating and ranking of applicants and issuing certificates. Reviews internal staffing actions such as reassignments, details, and promotions which are used to fill or temporarily fill vacancies.</li> <li>As assigned, performs external recruitment. This may include use of BLS-Hire for entry-level positions or Delegated Examining processes. The appointing authorities include both competitive and excepted appointments and the use of special appointing authorities such as the Veteran's Recruitment Appointment, Schedule C, Peace Corps, Student Employment, and Schedule A for persons with disabilities. </li> <li>Reviews and discusses with Supervisors and Subject Matter Experts (SMEs) job analyses and crediting plans, and provides fundamental advisory service to supervisors on referral certificates and on promotion or reassignment actions to ensure local requirements have been accurately considered. </li> <li>As assigned, performs position classification duties such as conducting desk audits; interpret and apply classification standards to positions to determine correct series, title and employees.</li> <li>As assigned, sets pay for selection, promotion or reassignment actions associated with filling the vacancy, and provides advice to managers and employees regarding pay issues.</li> <li>Using analytical approaches, tracks recruitment and hiring efforts and other metrics for assigned projects. Coordinates information with organization contacts and develops reports for the Branch Chief. </li> <li>As assigned, participates in special projects, including HR automation initiatives. Attends conferences or training sessions, as necessary. Reference the "Required Documents" section for additional requirements. <br /><br /><b>Qualifications</b><br /><br /><strong>Applicants must meet one of the following minimum qualification requirements to qualify for this position:<br /><br /></strong>A. Education: Applicants may qualify at the <strong>GS-9</strong> level with: A. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.<br /><br />OR<br /><br />B. Specialized Experience: One year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-07) in the federal service. This experience could have been obtained in the private or public sector. Specialized experience is defined as: applying basic human resources (HR) principles, practices, and concepts to gather and analyze facts and draw conclusions, respond to inquiries, and communicate factual and procedural information clearly. A Combination of Education and Specialized Experience: Graduate level education as described in A. above, but less than two years or a completed degree, and specialized experience as described in B, but less than one year.
