<b>Duties</b><br /><br /><b>Summary</b><br /><br />The position serves as a Senior Environmental Specialist in the FHWA Office of Planning, Environment, and Realty, and leads the Project Development Team.<br /><br />The Team is responsible for the oversight and management of activities that provide policy direction, technical assistance, and guidance to FHWA field offices, State DOTs and local partners in carrying out NEPA and related environmental laws to accelerate project delivery.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As a <strong>Lead Environmental Protection Specialist,</strong> you will:<br /> <ul> <li>Provide national expert knowledge, advice, and leadership in the development, interpretation, and revision of policies, procedures, and criteria; develop program emphasis, goals and objectives, and the effective methods for executing office programs.</li> <li>Lead national level interagency/interorganizational efforts and activities to develop programs, policies and projects to advance integrated transportation and resource agency planning, and the integration of planning and NEPA processes.</li> <li>Develop, review, and implement complex legislative proposals, regulations, standards, policies, and operating guidance; compose portions of regulations, advise field offices on implementation policies and procedures, and evaluate the effectiveness of programs.</li> <li>Ensure research funds are obligated in a timely manner and that funded projects advance as planned, and contribute to and support national priorities. This may include developing scopes of work, reviewing competitive proposals, and serving as COR (Contracting Officer Representative).</li> <li>Review proposed actions and ensure that decisions consider environmental effects, the environmental document includes the effects, and ensure an opportunity for public comment; comply with environmental reporting requirements; and/or analyze and manage environmental information or information systems.</li> <li>Lead national efforts to identify professional development needs and to work with client organizations (primarily FHWA and State DOTs) and professional associations to develop and implement programs to raise the level of professional competence of environmental and project development staff.</li> </ul> <br />The<strong> ideal candidate</strong> a senior level professional and technical expert that provides leadership, coordination, and guidance to FHWA headquarters and field offices, and stakeholders on environmental issues related to surface transportation programs and legislation.
