For additional information about our agency please: Click here. <br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The Supervisory Transportation Security Specialist serves as the Deputy Assistant Administrator (DAA) for the Assistant Administrator of Enrollment Services & Vetting Programs (ESVP), who is responsible for all TSA enrollment programs, vetting, credentialing and prescreening programs to include TSA's Trusted Traveler and Registered Traveler programs and the implementation of corresponding policies and programs. In this position you will be responsible for supporting the Assistant Administrator (AA) for ESVP in establishing, and managing program operations, technology, budget, and end-to-end integration of TSA frontline vetting mission priorities, as well as critical intra-agency and inter-agency executive coordination and outreach to achieve TSA mission essential strategic goals and tactical objectives in vetting, credentialing, and enrollment. In concert with the AA ESVP, you will influence and drive from concept to implementation a variety of TSA and DHS initiatives from identity verification, enrollment and registration for credentialing, biographic and biometric based vetting, passenger pre-screening, and integration with technology and multiple field operations as well as serving as an advisor to align TSA initiatives with that of the larger DHS vetting enterprise, coordinating and integrating with the rest of the Federal government, as well as state, local, tribal, and private sector stakeholders.<br /><br />Major duties include:<br /> <ul> <li>Supporting the Administrator in day to day operational program planning issues relating to appropriated and fee based pre-screening and credential vetting programs in conjunction with the National Vetting Enterprise and Intelligence Enterprise.</li> <li>Collaborating with all organizational elements within TSA that have enrollment/vetting equities, which are interconnected and interdependent, to ensure consistency and coordination of policies and programs needed to accomplish TSA's mission. Understanding the roles and responsibilities of each of TSA's organizational components and sharing key information between and among these components to assure robust communication throughout the sector.</li> <li>Overseeing the management and integration of multiple fee-funded programs, providing enterprise oversight of fee-funded budgets that fund personnel, technology, and contracts across the entire agency.</li> <li>Driving continuous review of enrollment programs (Pre-Check, HazMat, TWIC, Alien Flight, …) standards and requirements and works closely with the Pre-Check Marketing & Branding team to expand enrollment applications.</li> <li>Overseeing the coordination, development, interpretation, and dissemination of domestic and international Trusted Traveler and Registered Traveler enrollment services and vetting program's security policies including, but not limited to security programs, guidelines, agreements, and regulations incorporating industry input, as appropriate. Monitoring and reviewing all outstanding security policies affecting the industry for relevance.</li> <li>Continually assessing the effectiveness of policy, programs, and operations and adjusting, as needed, to meet emerging priorities. Ensuring a risk-based methodology is used to establish and develop security regulations, policies and directives to reduce measurable risk.</li> <li>Overseeing: <ul> <li>the development and interpretation of TSA security policy and regulations governing enrollment, pre-screening and credential vetting programs;</li> <li>the development and implementation of pre-screening and credential vetting security programs;</li> <li>the management of end-to-end pre-screening and credential vetting programs and maintains awareness and/or mastery knowledge of the most current and impacting proposed/enacted legislation in the area of air cargo, aviation, maritime, and surface security policy, prescreening, and vetting</li> </ul> </li> <li>Testifying and briefing Congressional staff and members regarding vetting policy and integrating security operations, identity verification, integration technology, industry pre-screening and enrollment programs.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – A minimum of one (1) week of travel in a full-time duty status will be required within 90-days of entry on duty to complete TSA's in residence New Hire Training. This training will occur away from the employee's duty station of record. Such experience includes:<br /> <ul> <li>planning, developing, executing, and managing vetting, pre-screening, and credentialing process standards, requirements, and programs with national or industry-wide implications; <strong>AND</strong></li> <li>providing expert knowledge of the current threats and vulnerabilities to the transportation industry while working as a liaison with senior-level Federal, state, and local officials in the transportation and intelligence community.</li> </ul> <br /><strong>Note:</strong> Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months' equals one month of experience.
