APG is a great place to live, work and play at the Top of the Bay.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>In this position you will serve as a Housing Manager for the US Army Installation Management Command, Directorate of Public Works Housing Division. </li> <li>Responsible for the planning, management, administration, coordination and implementation of the housing management program Housing Services Office, Unaccompanied Housing, Furnishings Management, Residential Communities Initiative, Privatized Army Lodging, and Army Family Housing. </li> <li>Reviews inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral. </li> <li>Evaluates management of the Rental Partnership Program and Utility Deposit Waiver Program. </li> <li>Makes studies and surveys of area ordinances and regulations governing community life and recommends new ordinances, regulations or amendments for improvement of housing administrative policies. </li> <li>Analyzes and prepares statistical data for a variety of reports. </li> <li>Assists in development of overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects. </li> <li>Maintains enterprise Military Housing database. </li> <li>Provides oversight of all Unaccompanied Housing related activities including utilization and day-to-day operations. </li> <li>Evaluates management, maintenance, and operating costs of project finances, development, and construction. </li> <li>Monitors furnishings ensuring maintenance and replacement within established guidelines. </li> <li>Arbitrates resident issues that cannot be resolved by the local landlord and/or Community Manager and makes determinations on exceptions to policy forwarded by residents, tenant commanders, developer partner, and other interested parties. </li> <li>Represents the organization in installation level meetings and/or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends. </li> <li>Advises chain-of-command on all aspects of the installation housing program, and submits necessary reports. </li> <li>Serves as the Contracting Officer Representative, responsible for day-to-day management of contracts supporting housing functions. </li> <li>Makes overall assignments of functions to contract staff and assists them with major problems, within the terms of the contract. </li> <li>Provides input to the contracting officer on the evaluation of contractor performance and ensures that the appropriate action is taken to resolve problems, correct deficiencies, or clarify policies, deficiencies and requirements for the corrective actions.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 11 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> </ul> <br /> <ul> <li>This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time. </li> <li>Appointment to this position is subject to a background investigation to determine your suitability for Federal employment. </li> <li>The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. </li> <li>This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions. </li> <li>This position may require after hours call-back for emergencies.</li> <li>This position may require that the employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter. </li> <li>Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
