Job Description and Duties
The position is located at the California Prison Industry Authority (CALPIA) Central Office located in Folsom. The Attorney will work under the direction of the CALPIA General Counsel. The primary responsibilities will include: 1) Act as legal counsel for the CALPIA in administrative proceedings before the Occupational Safety and Health Appeals Board. Meet with, interview and prepare staff for administrative hearings when necessary. Advise/Assist Health and Safety officer/staff regarding Cal OSHA issues. Review accident investigation reports; meet with Health and Safety, and supervisor staff when necessary. Provide legal support, assistance and/or advice to staff as requested. 2) Assist and advise Business Services Contract Unit staff with contracting and labor related legal issues involved in public contracting. Advise staff on Public Contract Code, Labor Code and regulation provisions that apply to and effect public contracting, including public works contract provisions, prevailing wage requirements and other conditions imposed by the Department of Industrial Relations related to contractor’s licensing and certifications. Review and approve contracts. 3) Review requests for public records submitted pursuant to the California Public Records Act (PRA). Assist and advise the CALPIA Public Records Act (PRA) Coordinator. Review responses for approval. Provide research as necessary. 4) Provide assistance when needed to CALPIA’s other attorney(s) when needed and provide back-up coverage for the other attorney(s) when they are out-of-office.
This position may require travel (approximately 20%) throughout the State of California to CALPIA enterprises located at California State Prisons.
