<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>About the Position:</strong> This position is located at the Walter Reed National Military Medical Center located in Bethesda, MD with the Director for Administration, Dept. of Facilities Management, Operations and Maintenance. Preparing engineering designs, specifications, and cost estimates for engineering projects in a medical, dental, and industrial facilities, technical and research laboratories, and multistory office buildings.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>Receive engineering requests and determine what is needed to fulfill the intent of requests making on-site visits to affected locations.</li> <li>Review and study manufacturers' drawings and specifications, brochures, engineering handbooks, established design practices to select the possible design approaches for application.</li> <li>Determine requirements and develops specifications and designs for engineering projects and instrumentation.</li> <li>Provide sketches, mathematical computations and dimensional calculations in the development of initial and finalized designs of various equipment for facility maintenance.</li> <li>Prepare cost estimates for engineering projects.</li> <li>Investigate, analyze, and resolve problems pertaining to the design, construction, maintenance and repair of facilities, systems, equipment, and subsystems.</li> <li>Study and analyze drawings and background data and discusses with other technical personnel to determine effects of change on assembly of components.</li> <li>Monitor maintenance, inspections, testing, and reporting of hospital utility systems, including testing and maintenance of HVAC systems, normal and emergency power systems, isolated power systems, etc.</li> <li>Monitor performance of contractor and government hospital maintenance procedures for compliance.</li> <li>Research technical manuals, fire codes or trade reference books to determine appropriate codes for fire and life safety system.</li> <li>Monitor all hospital utility systems (such as: Life and Safety, HVAC systems, normal/emergency power systems, heating and chilled water distributions fire protection and medical gas system.) mandated by local policies and procedures.</li> <li>Monitor lighting levels, air conditioning, and facility fuels usage for compliance with energy conservation and environmental aspects.</li> <li>Provide guidance to staff regarding technical matters for on-going engineering projects.</li> <li>Write instructions for the operating, maintenance and calibration of equipment.</li> <li>Coordinate with electrical and structural trades to ensure the quality of the finished work product, convey information, and provide technical assistance.</li> <li>Perform troubleshooting of hospital utility systems maintenance, follows up on documentation related to regulatory compliance.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Not required<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 11 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document .<br /><br /><strong>Specialized Experience: </strong>Applicants must demonstrate one year of specialized experience in their resume equivalent to the next lower grade level in the Federal service, GS-10. Specialized experience is defined as: Prepare engineering designs, specifications, and cost estimates for engineering projects in a medical, dental, and industrial facilities, technical and research laboratories, and multistory office buildings; Receive engineering requests and determine what is needed to fulfill the intent of requests; Establish construction layouts, draft sketches, and drawings by computing tolerances, dimensions, clearances, fits, loads, sizes, and engineering design aspects; Compute and compile cost estimates of projects and scope of work to be performed or initially planned which may include materials, labor, and administrative overhead. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).<br /><br />- OR -<br /><br /><strong>Specialized Experience for In-Service Placement Eligibles:</strong> One year of specialized experience which includes providing service or installation of medical and dental diagnostic imaging equipment such as: Assist in preparing engineering designs, specifications, and cost estimates for engineering projects in a medical, dental, and industrial facilities, technical and research laboratories, and multistory office buildings; Receive and forward engineering requests and determine what is needed to fulfill the intent of requests; Establish construction layouts, draft sketches, and drawings by computing tolerances, dimensions, clearances, fits, loads, sizes, and engineering design aspects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).<br /><br />Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:<br /><br />-Planner and estimator who analyzed designs for production purposes.<br /> -Instrument maker or model maker who performed design or development work on devices fabricated.<br /><br />Education Substitution: Some positions allow applicants to substitute education for the required specialized experience.
