<b>Duties</b><br /><br /><b>Summary</b><br /><br />The incumbent serves as Deputy Assistant Secretary for Acquisition Management and Senior Procurement Executive (SPE) for the Department of Education with responsibility for providing executive leadership over all phases of the Department's acquisition and procurement programs and activities.<br /><br />This vacancy will assist in filling current vacancies as well as succession planning for future vacancies.<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The incumbent serves as principal advisor to the Chief Financial Officer acting in the delegated role of Chief Acquisition Officer (CAO) and provides expert advice regarding the implementation of acquisition laws, regulations, and related requirements issued by the Office of Management and Budget (OMB) and others. The incumbent performs or manages delegated CAO and all SPE functions prescribed in section 1702 of Title 41 of the United States Code (USC) and other duties including, but not limited to, the following:<br /><br />• Advising the Secretary and other senior leadership regarding the appropriate acquisition strategies to achieve the mission of the Department.<br /><br />• Performing SPE and delegated Chief Acquisition Officer (CAO) functions designated in the Federal Acquisition Regulation, EDAR, and OMB circulars, Executive Orders, memoranda, and related guidance.<br /><br />• Monitoring the performance of acquisition activities and programs of the Department, evaluating performance of those programs using applicable performance measurements.<br /><br />• Increasing the use of full and open competition in the acquisition of Department goods and services by establishing policies, procedures, and practices that ensure that the Department receives a sufficient number of offers from responsible sources to fulfill the Federal Government's requirements (including performance and delivery schedules) at the lowest cost or best value considering the nature of the goods and services procured.<br /><br />• Increasing appropriate use of performance-based contracting by establishing applicable policies, procedures and practices.<br /><br />• Provide executive supervision over the Department's contracting activity.<br /><br /><b>Travel Required</b><br /><br />25% or less – Occasional travel<br /><br />Supervisory status <br /> Yes <br /><br />Promotion Potential <br /> 00 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>One year probationary period, unless excepted by regulation.</li> <li>U.S. Citizenship is required.</li> <li>Requires a financial disclosure statement, OGE-278.</li> <li>Relocation expenses will NOT be paid.</li> <li>Must be able to obtain and maintain a Public Trust Security Clearance.</li> </ul> <br /><br />*<br /><br /><b>Qualifications</b><br /><br /><strong>EXECUTIVE CORE QUALIFICATIONS (ECQs):</strong> Unless you are currently under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible'. You must limit your narrative to <strong>two </strong><strong>(2) pages</strong> per ECQ. <strong>When uploading your ECQs, choose the Supporting Document Type called ECQ.</strong><br /><br /><strong>ECQ 1 – Leading Change:</strong> This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.<br /><br /><strong>ECQ 2 – Leading People:</strong> This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.<br /><br /><strong>ECQ 3 – Results Driven:</strong> This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.<br /><br /><strong>ECQ 4 – Business Acumen:</strong> This core qualification involves the ability to manage human, financial, and information resources strategically.<br /><br /><strong>ECQ 5 – Building Coalitions:</strong> This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.<br /><br /><strong>To view additional information on the proper preparation of Executive Core Qualification statements available on the Office of Personnel Management's website please click here .</strong><br /><br /><strong>MANDATORY TECHNICAL QUALIFICATIONS (MTQs):</strong> All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to <strong>two (2) pages</strong> per technical qualification. <strong>When uploading your MTQs, choose the supporting Document Type called MTQ.</strong><br /><br /><strong>MTQ 1:</strong> Mastery of key acquisition concepts including all phases of federal acquisition and procurement processes and related laws and regulations.
