<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Program Evaluation and Information Resources (PEIR), Project Coordination Office (PCO). This position reports to the Chief, PCO and serves as the agency's authority and recognized expert in Information Technology (IT) Capital Planning and Investment Control (CPIC). <br /><br />This position is inside the bargaining unit. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />As an Information Technology Project Manager, you will:<br /> <ul> <li>Develop and implement workable approaches to implementing and integrating capital planning and investment controls, architecture, strategic planning and development of IT budgets.</li> <li>Prepare MSHA's response to artifacts for the OMB Passback developing plans of actions and milestones to correct any deficiencies or areas needing improvements.</li> <li>Review and respond to DOL capital planning scorecards for MSHA investments and developing plans of actions and milestones to correct any deficiencies or areas needing improvements.</li> <li>Collect and summarize information needed for DOL, OMB, GAO and other data calls.</li> <li>Prepare materials, collect information to support IT portfolio management and ensures all required capital investment data is captured.</li> </ul> <br /><br /><b>Travel Required</b><br /><br />Occasional travel – Occasional travel may be required.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 14 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be at least 16 years old and a U.S. Citizen.</li> <li>Requires a probationary period if the requirement has not been met.</li> <li>Candidate required to obtain the necessary security/investigation level.</li> <li>Subject to financial disclosure requirements.</li> </ul> <br /><br />Applicants must meet all legal and regulatory requirements. Reference the "Required Documents" section for additional requirements.<br /><br /><b>Qualifications</b><br /><br />Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.<br /><br /><b>Specialized experience includes but is not limited to:</b><br /><br /><ul> <li>Expert knowledge in Technical Business Management framework and rationalization of IT service expenditures.</li> <li>Expertise in the development of governance frameworks for Agency's IT portfolio.</li> <li>Comprehensive knowledge and expertise in the requirements of OMB A-94 circular (Cost Benefit Analysis for Federal Programs) for new investments.</li> <li>Mastery in advising management in preparation of annual operating budgets and programming of Congressional Budget Requests (CBR). Expert knowledge in reviewing requests formats for submission of program justification into the budget office formats for submission of budget justification. Mastery in providing advice in writing sections of the Congressional Budget Justification (CBJ).</li> <li>Expert knowledge of the financial and budgetary relationships between the appropriated and working capital fund (WCF) budgets. Expert knowledge on Agency charge-back model and process for IT Infrastructure.</li> <li>Comprehensive knowledge of the IT governing laws, Executive Orders, OMB Circulars, directives, and regulations that govern IT operations and procedures.</li> <li>Expert knowledge in leading the development and maintenance of the execution of Agency Portfolio Management and Capital Planning Investment and Control process and prescribed governance. Ensures that initiatives are created and maintained in an agency wide IT investment portfolio system.</li> <li>Expertize in preparing, overseeing, and disseminating of the IT Capital Asset Plans including the preparation and submittal of Agency's IT Portfolio Summary (Exhibit 53s) and Business Case and Business Case Detail (Exhibit 300s) to 0MB.</li> <li>Mastery of briefing techniques, procedures, and interpersonal skills necessary to inform senior leaders to make critical decisions or recommendations effecting the organizations and resources of the agency.</li> <li>Advanced degree (MBA, MS) preferable with concentration in finance and accounting.</li> </ul> <br />Incumbent must achieve Project Management Professional (PMP) and Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level 1 certifications within one year of appointment to this position (if you currently do not possess them already).
