<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located in the Justice Management Division (JMD), Debt Collection Management Staff, Private Counsel Program Office, an office responsible for advising the Department of Justice's (DOJ) Controller and other DOJ officials on financial, legal, administrative, and policy issues associated with the formulation, development and execution of policies and programs required to carry out the Department's debt collection responsibility.<br /> Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />Primary duties include: <br /><br />Conducts compliance reviews of contracted Private Counsel and develops written reports of findings and recommendations.<br /><br />Assists with verification of legal actions invoiced by contracted Private Counsel.<br /><br />Provides organizational support for planning, analyzing, coordinating, and evaluating a debt collection program, including maintaining relationships with various stakeholders.<br /><br />Develops and implements comprehensive plans and strategies for long-range projects.<br /><br />Monitors integrated reporting systems for assigned programs and communicate ongoing activities for assigned programs to senior specialists.<br /><br />Assists with complex research on issues and special projects of the program.<br /><br />Reviews contractor's performance through desk audits, findings from site visits, compliance checklists and periodic reports.<br /><br />Creates, analyzes, and prepares a variety of reports utilizing various reporting system tools.<br /><br />Processes and prepare funding documents associated with contracts and payment invoices. <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be a U.S. Citizen or National</li> <li>Must complete a Background Investigation to include drug testing</li> <li>Selective Service Registration is required, as applicable</li> <li>May be required to complete a one year probationary period</li> </ul> <br /><br /><b>Qualifications</b><br /><br />You must meet at least one of the minimum specialized experience OR education requirements for each grade level (i.e., 9 or 11) you wish to apply.<br /><br />Specialized Experience: Experience is experience that equipped you with the knowledge and/or skills to perform the duties of this position successfully and that may include assisting senior-level Program Specialists with carrying-out the program's activities; monitoring and assessing the program's effectiveness; auditing and evaluating debt collection programs; developing executable reports; and developing reports with various office technologies/equipment.<br /><br />We will determine whether you possess specialized experience based on the examples shown above and at which grade level based on the complexity of your demonstrated experience, skills, and knowledge shown in your resume.<br /><br />Minimum <strong>Specialized</strong> <strong>Experience </strong>Requirements <br /><br />For the GS-9 level, <br /><br />You must have at least one year of specialized experience equivalent to the GS-7 grade-level or equivalent pay band in the Federal Government.<br /><br />For the GS-11 level, <br /><br />You must have a least one year of specialized experience equivalent to the GS-9 grade-level or equivalent pay band in the Federal Government.<br /><br />OR<br /><br />Minimum <strong>Education</strong> Requirement <br /><br />For the GS-9 level, <br /><br />A master's degree; or possess two full years of progressively higher level graduate education; or LL.B or J.D., if related to this position.<br /><br />For the GS-11 level, <br /><br />A Ph.D or equivalent doctoral degree; or possess three full years of progressively higher level graduate education; or LL.M, if related to this position.<br /><br />A combination of equivalent education and experience may be qualifying for both grade-levels. For example, 24 semester hours* of graduate education and six months of specialized experience may qualify you for the position. <strong>Please Note</strong> : One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study (18 semester hours is generally considered as satisfying the 1 year of full-time study).<br /><br />*When combining education (semester or quarter hours) and experience to qualify for the position, your first full year of graduate education can not be credited towards the education requirement for the GS-9 level and your first full two years of graduate education can not be credited towards the education requirement for the GS-11 level. <br /><br /><b>Education</b><br /><br />All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
