Prepares program-wide and individual project plans, acquisition baselines, acquisition strategies, implementation plans, and funding plans.</li> <li>Oversees the execution of approved plans through DTRA contracts, Military Interdepartmental Purchase Requests (MIPR), or Interagency Reimbursable Orders (IACRO)</li> <li>Directs and supervises the execution of a large-scale program that leads to WMD Proliferation Prevention success, as discussed above, in accordance with federally established acquisition guidelines through the use of DTRA contracts with the U.S. and foreign firms. </li> <li>Facilitates and participates in technical discussions with foreign officials concerning CT projects. One year of specialized experience equivalent to the GS-7 grade level in the Federal service as listed below: <ul> <li>Developing and maintaining relationships with U.S. interagency counterparts, non-governmental organizations, academia, or foreign partners</li> <li>Communicating at various levels both orally and in writing, to include publications</li> <li>Working with or leading small team</li> <li>FEMA certifications or equivalent experience acceptable</li> <li>Familiarity or experience, to include education, with weapons of mass destruction (WMD) threat reduction and/or border security experience is preferred but not required.</li> </ul> <br /> B. A Masters degree or MBA, or 3 full years of progressively higher education leading to such a degree.<br /> The following majors are preferred but not required: preference for the following: Management, to include Program Management; Business Administration; Political Science; International Relations, to include specific regional area concentrations; Homeland Security; Security Studies; Consequence Management; Chemical, Biological, Radiological, Nuclear, and High Explosive (any subset of this degree, for example Biosafety & Security, Nuclear, Chemical, etc).<br /><br />Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
