<b>Duties</b><br /><br /><b>Summary</b><br /><br />This position is located at the U.S. Fish and Wildlife Service, Wildlife and Sport Fish Restoration (WSFR) Program. The WSFR Program works with natural resource organizations in the States and eligible Territories to develop, approve, and monitor grants for the protection and enhancement of fish and wildlife resources and their habitat. This is an advanced developmental position with a possible promotion to a GS-12 should all requirements be met. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />–Implement policies and procedures for the effective development, operation, and maintenance of administrative activities needed for the efficient functioning of the WSFR Divisions; and provide administrative guidance and direction to WSFR staff members, particularly in the areas of management analysis, procurement, property management, contract administration, space management, personnel, and budget analysis.<br /> –Audit all travel authorization and payment documents, identifying inconsistencies and potential conflicts throughout the process; and work with appropriate personnel to resolve any problems.<br /> –Conduct studies, reviews, and analyze WSFR administrative activities, policies, and operations on a continuing basis; recommending changes to operations and procedures, including organization staffing plans, performance, and workflow to ensure efficient operations.<br /> –Interpret Department and Service administrative policies and procedures and provide assistance and guidance to staff members.<br /> –Identify issues that may affect existing programs and activities, and ensure that the appropriate staff is notified of new information and concerns. <br /><br /><b>Travel Required</b><br /><br />Occasional travel – You may be expected to travel for this position.<br /><br />Supervisory status <br /> No <br /><br />Promotion Potential <br /> 12 <br /><br /></li> <b>Requirements</b><br /><br /><b>Conditions of Employment</b><br /><br /><ul> <li>Must be a U.S. Citizen or National</li> <li>Males born after 12-31-59 must be registered for Selective Service</li> <li>Resume and supporting documents (See How To Apply)</li> <li>Suitability for employment, as determined by background investigation</li> <li>May be required to successfully complete a probationary period</li> </ul> <br /><br /><b>Qualifications</b><br /><br />Only experience and education obtained by will be considered.<br /><br /><strong> You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: </strong> <li>One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to: utilize management principles, methods, and techniques of administrative programs for administrative and financial functions; implement Federal travel regulations; communicate effectively orally to provide advice and guidance in resolving specific issues and problem areas; coordinate work efforts; conduct studies and management reviews and discuss work requirements; and maintain working relationships with a diverse group of employees to accomplish assigned administrative responsibilities <strong>OR</strong></li> <li>A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. <strong>OR</strong></li> <li>A combination of education and experience as listed above.</li> Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.<br /><br />Promotion Potential: This position involves a career ladder. The major duties listed represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Such study may have been performed on a full-time or part-time basis.
