This position affects all military and civilian personnel under the authority of the Commander. May also serve as the ADR Manager. <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br /><ul> <li>The incumbent is authorized to make technical and executive decisions for the Installation/Center Commander (Director) in all areas of functional responsibility.</li> <li>Plans, organizes, and directs the activities of the Equal Opportunity office, ensuring that work complies with legal and regulatory requirements and meets customer needs.</li> <li>Advances the installation's goals of establishing/maintaining a productive/effective work environment in EO functions.</li> <li>Provides advice, guidance, and direction on a wide range of BO and administrative issues.</li> <li>Serves as the principal EO advisor to the Commander (Director) and senior leaders.</li> <li>Interprets and implements established statutory mandates set by the Equal Employment Opportunity Commission (EEOC), Department of Defense (DoD) and Air Force regulations, and policies for both military and civilian EO processes.</li> <li>Advises commander on EO matters (trend analysis). Compliance is measured through assessments (UCls/ORls, SA Vs, Self Inspections, EEOC, DoD and AF reports, etc.).</li> <li>Conducts comprehensive reviews of MEO/EEO complaint management IT system.; ensures efficiency, effectiveness, and compliance with regulatory guidelines are met. Examples of specialized experience includes knowledge of EO laws, regulations, Executive orders, federal court decisions, and issues related to the Federal Equal Opportunity program sufficient to direct the installation EO program and meet basic requirements for complying with laws, regulations, and policies; expert knowledge of the complaint process, principles, regulations, methods, and practices to provide advice to management and employees on legal and procedural program requirements; concepts, principles, and methods of Federal equal employment opportunity (EEO) and DoD Military Equal Opportunity (MEO) programs, to be able to develop broad guidelines, policies, regulations, and procedures to ensure consistency in their application and recommend modifications.<br /><br /><strong>FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:</strong> Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
