For additional information about our agency please: Click Here . <br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />The Supervisory Inspections Specialist serves as the Deputy Assistant Administrator (DAA) for Inspection (INS) and is the senior oversight official in TSA responsible for continually identifying, reviewing and monitoring areas of weakness and vulnerability in TSA's programs and operations with respect to fraud, waste, abuse, gross mismanagement and ineffectiveness. In this position you will lead an enterprise level mission to independently evaluate the TSA's $7.5 billion dollar (annual) security expenditure to determine whether the system is operating in an effective and efficient manner. The responsibilities of the position have both international and national system-wide impact and influence and the products produced by this office lead to programmatic changes in TSA's security operations.<br /><br />The DAA for INS has shared responsibility for providing executive leadership and serving as the Agency's senior oversight official throughout TSA and supports the Assistant Administrator (AA) in the management of the office and oversees day to day operations. In conjunction with the AA, major duties include:<br /> <ul> <li>Managing day to day operations for approximately 120 Headquarters and Field testing personnel and is responsible for the management of a reserve testing force of over 300 part-time reservists from across TSA.</li> <li>Providing accurate and timely reviews and analysis of TSA's $7.5 billion security expenditures yearly to the TSA Administrator, Deputy Administrator, Congress and oversight entities, assessing whether TSA 's systems operate as promised. Transmitting this information to TSA and DHS leadership in both classified and unclassified settings.</li> <li>Establishing and maintaining relationships with Congressional oversight and appropriations committees and will regularly brief on testing and evaluations of TSA's security effectiveness and programs.</li> <li>Providing leadership and oversight for TSA's global outreach and training program for covert testing and evaluations with foreign governments. This includes establishing and maintaining cooperative relationships with leadership from foreign governments in developing joint training programs, reciprocal covert testing agreements and information sharing.</li> <li>Establishing and maintaining relationships with TSA 's oversight entities including GSA and the DHS-OIG. Serving as the Agency representative to these entities in the areas of testing and evaluation.</li> <li>Maintaining relationships with TSA 's private industry partners in the area of covert testing and evaluations in order to assist those security partners in strengthening their security infrastructure. Ensuring TSA meets its statutory mandates regarding the testing and evaluation of industry security measures.</li> <li>Exercising broad strategic discretion in directing and managing TSA's covert Red Team's projects to ensure that testing is properly aligned with the TSA Administrator's strategic plan, Congressional mandates and statutory requirements. Ensuring that INS maintains autonomy and objectivity in testing and evaluations to ensure that test and evaluation results are unbiased, reliable and candid regarding the efficacy of TSA's technology, personnel, policies and programs.</li> <li>Providing executive level leadership of TSA 's Headquarters and Field Evaluation Teams (HET/FET), including its 38 staff. These programs measure the nationwide effectiveness and performance of TSA security screening checkpoints nationwide. Working directly with the Executive Assistant Administrator for Security Operations and TSA's Federal Security Directors nationwide in developing and testing security effectiveness measures. These measures are used to drive system-wide improvements and the results are reported to Congress, OMB, and DHS/TSA leadership.</li> <li>Providing management oversight and direction of audit and inspections of domestic and international airlines' collection of 9/11 Security Fees to ensure that the TSA U.S. Government are properly reimbursed for the collection of this security fee and applicable tickets sold in the United States.</li> <li>Developing and implementing plans and procedures to share inspection and other threat information with TSA field elements and the transportation security community. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. <strong>Such specialized experience is defined as: </strong><br /> <ul> <li>Experience applying administrative and operational policies and procedures to assess security screening systems and to oversee covert testing programs; <strong>AND </strong></li> <li>Experience using analytical and evaluative methods to assess screening operation vulnerabilities.</li> </ul> <br /><strong>Note:</strong> Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months' equals one month of experience.
