<b>Duties</b><br /><br /><b>Summary</b><br /><br /><strong>Join the team! </strong>This position is in the Division of Textile Flammability and Electrical Engineering (LSE) in the Directorate for Laboratory Sciences (LS) in the Office of Hazard Identification and Reduction (EXHR) at the U.S. Consumer Product Safety Commission (CPSC). The Division is responsible for providing technical expertise, supporting hazard reduction projects, and conducting product safety assessments associated with textiles and materials flammability, electrical engineering, etc…<br /><br />Learn more about this agency <br /><br /><b>Responsibilities</b><br /><br />At the full performance level, the position requires the ability to serve as a recognized Commission expert and authoritative source of knowledge in the area of textile science and technology, textile and related materials flammability, and fire safety as it relates to the range of fire hazards and performance requirements of textile-based consumer products. <br /><br />The selected candidate will be responsible for applying technical expertise to all assigned duties. Duties include providing technical advice to agency scientists and high level officials, revising and developing various aspects of the agency guidelines, developing product performance requirements, evaluating hazards pertaining to the flammability of various consumer products and related ignition sources, and conducting and managing test programs aimed at assessing product performance. <br /><br />This position is responsible for:<br /> <ul> <li>Developing, writing, and revising flammability portions of the agency guidelines/standards that have to be complied with by the regulated industry.</li> <li>Developing test plans and designing test fixtures for flammability test programs.</li> <li>Conducting and/or monitoring flammability test programs both within CPSC facilities and at other government and non-government laboratories.</li> <li>Writing reviews, summaries, reports, position papers, and budget issue papers on a variety of topics concerning product flammability and ignition sources, many of which are controversial.</li> <li>Developing a manual to be used by agency employees that interprets the agency guidelines/standards pertaining to the regulated industry.</li> <li>Identifying safety issues in the specialty area that require research, monitoring, or study and either: <ul> <li>Independently, or as project manager, develops, plans and coordinates a project that investigates the issue and is designed to provide information or theories that will be incorporated into the agency guidelines, voluntary standards, or regulations. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.<br /><br />Qualifying specialized experience must demonstrate the following: <strong><br /></strong><br /><br /><strong>GS-11:</strong> (1) Technical experience in the area of textile technology/textile science as related to consumer products; (2) knowledge of concepts relating to analyzing, interpreting and documenting data associated with textile products; and (3) range of communication skills.<br /><br /><strong>GS-12:</strong> (1) Demonstrated technical experience in the area of textile technology/textile science as related to consumer products; (2) experience in analyzing, interpreting and documenting data associated with textile products; and (3) experience in effectively communicating technical topics.<br /><br /><strong>GS-13:</strong> (1) Extensive technical education and work experience in the area of textile technology/textile science as related to consumer products; (2) Demonstrated experience in analyzing and interpreting data associated with the safety of textile consumer products and effectively communicating the analytical results; (3) experience communicating with and providing leadership to a group of highly technical scientific employees (technical team).<br /><br />Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
